The Education, Audiovisual and Culture Executive Agency (EACEA) is responsible for the management of all Tempus actions. Ukraine , as developing industrial country, faces the common problems of modern world, related to environmental footprint of industrial development such as depletion of mineral resources, anthropogenic pollution, climate change etc. Borderless biosphere and globalised economy make it impossible for any country to take up such challenges on its own. International and cross-European cooperation is increasingly important to ensure the sustainable development in future. Societal needs , related to environmental challenges, require relevant human resource and, therefore, must be adequately addressed in the content and teaching methods of higher engineering education and lifelong training. During the several decades in higher engineering education the content of training, related to environmental issues, was shaped around so called “cleaner production” concept. However, reaching of the environmental targets , established by society, is possible only by improvement of existing technologies and requires a synergy of more complex measures . Therefore, a shift of socioeconomic development paradigm is needed to ensure sustainable future. This requires reshaping the trajectories of technological innovation and the following issues are highlighted: necessary reductions of CO2 emissions require the major technological changes and improvements of the existing processes; shift from the “cleaner production” concept to the “industrial transformation” concept is required; more complex efforts to address synergies related to all levels of systems of industrial production, distribution and consumption are needed; future industrial transformation, aimed at the climate stabilization, has considerable effects on economic activities, markets and behaviours. To tackle the mentioned challenges the universities must be able to train the new generation of graduates equipped with knowledge and skills needed to respond effectively to the emerging needs of the society. Our objectives The core objective of the project was to improve the relevance of higher engineering education in Ukraine towards the challenges of current and future industrial transformation aimed at sustainable development and climate stabilization. This capacious target was addressed through the following specific objectives achieved within the HETES project: development of the “Environmentally Sustainable Industrial Development” training course for MSc, PhD Programmes and LLL audience covering industrial sectors of Mining, Metallurgy, Energy and Manufacturing; bringing the engineering curriculum where the interdisciplinary environmental aspects are adequately focused; creation of the Interfaculty Sustainable Development Centres in five Ukrainian universities; establishing a platform for networking between the academia, research, industry and authorities towards the needs of sustainable society. Target groups of HETES project and their needs were: educators — to learn the European experience in addressing the concerned societal needs by training; students — to be equipped with skills and knowledge demanded by society; LLL audience — to update skills and knowledge for new qualifications; industry — to remain competitive under conditions of carbon-constrained economy; society at large, as an actor in establishing the strategy for sustainable development. Important innovative features of HETES project , compared to other initiatives in a field, were: focus on interdisciplinary issues with the potential to bring technological synergies, needed for environmentally-driven industrial transformation; strong ties with EU strategy towards societal challenges, established for TEMPUS and Horizon2020, providing synergy of efforts in training and research activities; emphasis on building capacity to address the concerned societal challenges in a sustainable way through development of relevant human resource, establishing training centres and networks; industrial relevance, achieved by involvement of non-academic partners; addressing broad spectrum of training, covering MSc, PhD, LLL audiences. The project HETES project consisted of three core blocks designed to bring the established objectives of the project and four sets of supportive actions aimed to ensure smooth implementation of the project and high quality of its deliverables. Training course Environmentally Sustainable Industrial Development for MSc and PhD Programmes This block was aimed to learn the EU experience, analyse the needs of Ukraine and bring the course that introduces the new interdisciplinary approaches required for sustainable and environmentally friendly industrial development in Ukraine. Following activities were carried out: Study of European practices of higher engineering education reform towards the demands of sustainable development; Summarising of learnt experience in the brochure «Training of engineers for sustainable development: EU experience»; Definition of skills, qualifications and learning outcomes required for sustainable and environmentally friendly industrial development; Development of the new course for MSc and PhD programmes; Selective update of existing taught disciplines. New platform for networking towards the needs of sustainable society The block was designed to acquire the European practices of various partnerships among higher education and external stakeholders, to define the suitable mechanisms and develop the roadmap for their application in Ukraine and, finally, to establish the relevant units which ensure the sustainable exploitation of the developed measures. Following activities were carried out: Development of human resources; Elaboration of Action Plan “Higher education for environmentally sustainable industrial development”; Establishing of Interfaculty Sustainable Development Centres (ISDC); Establishing of the Joint Curriculum Boards (JCB). Lifelong learning for environmentally sustainable industrial development The block comprised the set of actions targeted for development of strategy and approaches for the reform of continued education in Ukraine towards the European models and to offer the new lifelong learning course “Environmentally Sustainable Industrial Development” to the wide audience from different industry sectors. Following activities were carried out: Acquaintance with European experience of lifelong learning; Development of methodological recommendations on the reform of continued education; Development of lifelong learning course Environmentally Sustainable Industrial Development. Dissemination & Sustainability The set of actions under Dissemination & Sustainability were introduced in order to ensure that target groups are aware of project, understand their benefits and committed to act towards the wider objective of the project within and beyond the project lifetime. Following measures were applied in order to deliver the attained experience and knowledge to all interested target groups in Ukraine: Launching and updating of the project’s website; Distribution of press releases and info-packages; Publications of the methodological materials; Enhancing the role of industry in teaching and curriculum development; Holding roundtables with external stakeholders; Arrangement of Seminars, Workshops and Conference; Facilitating of interaction between higher education and authorities. Quality Assurance The set of QC activities were implemented in order to keep the relevance of project activities to the needs of the target groups and ensure the high quality of project deliverables. The mechanisms for both internal and external QC were successfully applied. Pilot exploitation Pilot trial of the project deliverables were started during the lifetime of the project in order to assess the quality and, while the project was on-going, to introduce the improvements in case any of gaps were identified. The new courses were introduced to teaching as follows: spring semester 2014/15: pilot course taught to students of 1 MSc and 1 PhD program in each HEI; autumn semester 2015/16: new course taught to majority of engineering students and some other relevant disciplines updated; Lifelong learning course available from Nov2015. To validate the course and to ensure that teaching methods are relevant to demands of industry the open lectures were organised as well. Management of the project The operational management of the project were provided by the Project Management Team in order to ensure the involvement of appropriate staff and timely performance of all project activities. The purpose of this visit was to learn about the activities realised and results achieved so far, as well as to observe if the project has encountered any problems in operational and/or financial implementation that can be discussed and solved. The monitoring meeting was hosted by the Ivano-Frankivsk National Technical University of Oil and Gas and held on June 22 nd 2017, all Ukrainian project partners and Coordinator took part in the meeting. The following aspects were assessed during the monitoring visit: — general implementation of the project; — impact of the project and sustainability of the project’s results; — partnership and cooperation of the project’s consortium; — relevance of the performed activities to the objectives established for HETES project. Consortium meeting was focused on the analysis of achieved results and discussion of necessary measures to be applied for ensuring the viability and lasting sustainability of HETES results beyond the project. Partners also made preparations for final report on the project and discussed the advisory monitoring visit of the National Erasmus+ Office in Ukraine to HETES project. Schedule and documents of the meeting: University of Granada – from 25/10/2016 to 27/10/2016 — list of participants — agenda — minutes of the meeting — presentation materials Conference “Higher engineering training for environmentally sustainable industrial development” Ivano-Frankivsk National Technical University of Oil and Gas, September 21, 2016 Conference “Higher engineering training for environmentally sustainable industrial development” The Conference “Higher engineering training for environmentally sustainable industrial development”, a final event of HETES project, was held at the Ivano-Frankivsk National Technical University of Oil and Gas with a purpose to share the learnt experience, present the main project achievements and discuss the role of universities in the industrial transformation to environmentally sustainable development. Main highlights of the conference: — summary of activities performed in HETES project; — presentation of EU practices and approaches for environmentally safe industrial operation; — presentation of results achieved by Ukrainian project partners; — discussion of environmental challenges in Ukraine in the context of the current socio-economic situation; — practical examples and success stories of industrial modernisations towards mitigation of impacts on environment in EU and Ukraine; — elaboration of the strategy for effective university-industry collaboration aimed to ensure the sustainable industrial development with reduced impact on environment. The HETES team was represented by project leaders from each partner. There were no registration fee for the Conference and any organisations or individuals, interested in the project theme, were very welcome to attend the Conference. Acquaintance with best industrial practices in EU Volvo Cars Gent, May 2016 Acquaintance with best industrial practices in EU Behaviour of industry to invest in human resources and innovations towards mitigation of the environmental footprint was very important for achievement of HETES objectives. Naturally, universities, as a main source of innovations, shall be a part of technological modernisation and workforce development. Therefore the efficient dialog between both industry and higher education is crucial for sustaining modernisation processes. VOLVO, being a non-academic partner in HETES project, has essential experience in permanent technological modernisations and in upgrading of its staff with knowledge needed to implement and operate environmentally friendly technologies and equipment. Therefore the Ukrainian project team visited VOLVO with a purpose to get familiarised with examples of technological modernisation, practices of human resource development and industrial policy in relationship to environmental impact. Following issues were addressed during the visit: — rising environmental awareness among employees at all levels; — modification of processes and equipment; — usage of natural resources; — processing of waste materials; — use of hazardous substances; — open dialogue with community. This meeting was concentrated on the analysis of activities performed during the 1 st and 2 nd years of the project, discussion of achieved results and detailed planning of the work for final year of the project. The special focus was given to the comparison of workplan with current deliverables and elaboration of measures to catch up the identified delays. Ukrainian universities have the experience in providing lifelong learning training but practices remained instructional and rarely exploited the professional background of trainees. Since the content of LLL training is driven by the needs of labour market, universities must be capable of fast modernisation of LLL programmes and able to apply teaching methods involving trainee as actors within the context of their work or everyday life. State-of-the-art analysis revealed a need to improve LLL education offered by Ukrainian universities. To learn the best EU practices of LLL training in dialogue with industry and other social partners, four groups of Ukrainian project staff have visited the EU partners of HETES project. The following topics were focused during the study visits: — organisation of life-long learning and distance education; — approaches to address the needs of various industrial sectors in LLL programmes; — experience in providing the customized training courses for the upgrading of industry staff; — application of web-based tools for LLL training; — involving the professionally experienced audience in teaching processes; — tools for interface between higher education, industry and society. After the study visits Ukrainian project staff elaborated the methodological recommendations on the reform of continued education and developed LLL training module “Environmentally Sustainable Industrial Development”. *within the cost efficiency measures the visit to coordinating partner Katholieke Universiteit Leuven was combined with the 5 th coordination meeting where UA partners has discussed the administrative and financial issues of the project. The main tasks of ISDC are: — enhancing awareness of environmental challenges among students, academics, researchers, industry and authorities; — engaging the interdisciplinary teams for high-quality training and research; — coordination of interdisciplinary students’ team projects; — liaison with industry and other social partners in the context of training and research for Sustainable Development; -promotion of lifelong learning on the sustainability issues. Leaders and staff members for Interfaculty Sustainable Development Centres were selected from young teachers and researchers. ISDC staff have learnt EU experience in institution-building and networking towards environmental challenges. The nature of emerging qualifications was not very well understood by educators and Ukraine and awareness of relevant EU practices in this field was crucial for sustaining the results of HETES project. Therefore, the Ukrainian team of HETES project has analysed the experience of EU partners in training graduates with skills and competencies required for sustainable environmentally-friendly industrial development and presented it on the Workshop to the wide range of target groups representing academics of many other Ukrainian universities, students and industries. The main objective of the workshop was to increase the awareness of the importance of reflection the environmental and societal challenges in the content of higher education and thus to ensure further acceptance of the new courses by industry and academia. The high representativeness of the audience was ensured due to the Erasmus+ info day held in Kryvyi Rih National University on October 23 2014 and attended by the most of universities located in Central, East and South parts of Ukraine. The HETES team had a timeslot and a possibility to present the HETES project and to discuss the achievements with the audience of info day. For the cost-efficiency, the Workshop was combined with the 3 rd coordination meeting where the consortium of HETES project have performed the typical and important tasks on project management: review of the project performance, reports by each project partner, discussion of risks and detailed planning of the work for next period. The field monitoring of HETES project by the team of National Erasmus+ Office in Ukraine has concluded the series of HETES events in October 2014. During the workshop, the NEO has got a very good possibility to get acquainted in details with activities and achievements of HETES project, to talk with each partner and, afterwards, to provide useful recommendations for the improving the performance of the project. Guidelines and recommendation provided by NEO will be taken into account by HETES team and used to optimise project performance. European experience is very diverse: common EU policies are adjusted to the local industrial and societal context in each member state. The primary objective for this round of study visits was to learn the EU practices in modernisation of higher engineering education towards the demands of sustainable industrial development and to develop the human resources able to implement the EU practices in Ukraine. Four groups, representing the management and academic staff of Ukrainian universities participating in HETES, were established. The selection of candidates was based on the motivation, ability to lead the reform at their universities, and sufficient linguistic skills. Prior to the visits, Ukrainian teams have been acquainted with information available on the web and thus were prepared to efficiently perceive the new information during the visits. The main objectives of kick-off meeting were the general overview of the project, establishing the project management board and detailed planning of activities. During the meeting each partner presented its institution with emphasise on the experience and capacities related to the project theme and delivered its vision for practical implementation of the project on their side. Another important part of the kick-off meeting was the presentation of the methodology of HETES project, detailed overview of the 1st project year and planning of activities for the initial 6 months. The most important results of the kick-off meeting: common vision of HETES project by all partners; agreed workplan and distribution of tasks for the initial 6 months; approved measures for internal quality control; project management board established.
