Download: Download An MP's work in the district: interaction with voters In a democratic state, which Ukraine seeks to be, the Parliament’s representative function is a key one, providing for a variety of formats for Ukrainian MPs’ direct or indirect communication with their constituents. It is an integral component of the exercise of an MP’s responsibilities. Thus, Article 24 of the Law of Ukraine No. 2790-XII “On the Status of a People’s Deputy of Ukraine” of November 17, 1992, provides that the MPs must “constantly maintain contact with the voters, study the public opinion, the needs and demands of the population” and also “inform the voters about their activities as MPs through the mass media, at meetings of voters periodically, but no less than twice a year.” Moreover, Article 7 of the Law states that “the People’s Deputies elected in single-member election districts shall maintain contact with voters in their districts” and that “the People’s Deputies elected in the multi-member nationwide election district shall contact voters residing in the territory of Ukraine by means of personal representation determined by the deputy factions (groups) of the Verkhovna Rada of Ukraine in accordance with the law.” Voters are showing great interest and readiness to follow the MPs’ activities in the periods between the elections, looking for information delivered firsthand. Such interest can be seen for example from the results of a sociological survey conducted at the end of 2017 by the Razumkov Center.1 Thus, more than half of the Ukrainians (53.6%) are interested in information on the activities of the Parliament. At the same time, an even higher share of the respondents (56.2%) say that the information about the Verkhovna Rada coming to them from the media is mostly of a negative nature, while almost one third (32%) believe that today there is not enough information on the activities of parliamentarians in the election districts. It is also eloquent that one third of the respondents (33.3%) do not even know which of the MPs represents their district in the Verkhovna Rada. Some MPs have been trying for a rather long time to influence the shaping of anti-corruption policy, but usually those attempts have not been appropriately supported in the Verkhovna Rada of Ukraine. However, due to efforts on the part of certain parliamentarians and civil activists as well as to support from international partners, key legislative acts incorporating a number of important anti-corruption novelties have been adopted in the past two years. Thus an absolutely new system of law enforcement and investigative bodies was created,enabling citizens to contro public servants through new institutional opportunities: open registers, electronic declarations, etc. This manual is meant to provide the readers with an insight into the key anti-corruption novelties. KIIS is a private research company, one of the leading sociological companies in Ukraine that operates in the market of public opinion services for 25 years already. Professors of the National University of Kyiv-Mohyla Academy, namely, Paniotto V.I. and Khmelko V.Y. are co-founders of KIIS. KIIS conducts both own researches and researches on request. KIIS has a network of interviewers (about 500 people in all regions of Ukraine) what makes it possible to held studies representative for Ukraine in general and for its regions in particular. Major scientific specialization of KIIS are international comparative studies. The Institute carries out wide range of studies – from political and socio-economic to marketing researches, 80 – 100 studies per year.
