First in the countryside View all video Our achievements Bill on Relating State-Owned Land Outside Residential Areas to Communal Ownership of United Territorial Communities Виконання вимог пункту 1.3.1 Розділу VII Угоди про коаліцію депутатських фракцій «Європейська Україна» щодо повсюдності юрисдикції місцевого самоврядування на рівні територіальних громад та пункту 1.2 Розділу ХІ цієї Угоди, яким передбачається передача у комунальну власність земель державної власності, розташованих за межами населених пунктів, крім тих, на яких розташовані об’єкти державної власності; Надання органам місцевого самоврядування реальних повноважень щодо управління земельним фондом об’єднаної територіальної громади; Зміцнення матеріальної і фінансової бази місцевого самоврядування, більш якісне і обґрунтоване планування розвитку територій; Чітке і прозоре формування дохідної частини місцевих бюджети в частині плати за землю; Скорочення корупції у сфері земельних відносин; Спрощення процедур зміни цільового призначення земель, погодження проектів землеустрою, надання у власність чи користування земельних ділянок на території об'єднаної територіальної громади, виділення в натурі (на місцевості) земельних ділянок власникам земельних часток (паїв); Вирішується проблема використання нерозподілених (невитребуваних) земельних ділянок до моменту державної реєстрації прав на них; Спрощується порядок розроблення детальних планів територій за межами населених пунктів; Створюється можливість для оптимального уточнення меж об'єднаних територіальних громад. Read more Bill on Amendments to the Law of Ukraine "On Plant Quarantine" (Concerning the Reduction of Administrative Burden) Знижено адміністративне навантаження на аграріїв при перевезенні рослин в 3 рази або на 1,1 млрд. гривень щороку, зокрема: 1. обмежено термін видачі карантинного та фітосанітарного сертифікатів 24-ма годинами після завантаження транспортного засобу, що відповідає міжнародним практикам; 2. запроваджено окремі переліки об'єктів регулювання для: імпорту, експорту та реекспорту, а також контролю за переміщенням територією України, що відповідно надасть можливості для забезпечення більш гнучкого контролю за виробництвом та обігом продукції рослинного походження; 3. забезпечено публічний доступ до інформації на інтернет-сторінці центрального органу виконавчої влади, що реалізує державну політику у сфері карантину рослин, прозорості у прийнятті адміністративних рішень та своєчасного інформування про них, як суб'єктів господарювання, так і міжнародних торговельних партнерів; 4. запроваджено декларативний принцип реєстрації осіб, які здійснюють господарську діяльність, пов'язану з виробництвом та обігом об'єктів регулювання, що дозволяє прибрати необґрунтований адміністративний бар'єр у вигляді проходження перевірки під час включення до реєстру з боку центрального органу виконавчої влади, що забезпечує формування державної політики у сфері карантину рослин, оскільки державний контроль за вирощуванням та обігом об'єктів регулювання вже здійснюється на всіх етапах.
