Activity

The proposed version of the roadmap or strategic plan is a working document that must be taken into consideration to optimize the process of switchover to digital TV in Ukraine. Strategic objective of TIC for 2009-2012 is to create conditions for transparent and efficient transition of channels and viewers to digital broadcasting. This can be achieved only through joint efforts of the most influential public and private participants and industrial associations.

In Ukraine there is a lack of clear legislative regulation of digital broadcasting. Therefore, there is a need:

• to amend the Law of Ukraine “On Television and Radio Broadcasting” and other laws;
• to define and expand the conceptual apparatus with respect to digital broadcasting;
• to create a clear division of responsibilities of regulatory bodies involved in the implementation of digital broadcasting in Ukraine;
• to create a clear model for building broadcaster - operator - provider relationships;
• to define clearly the procedure for licensing, avoidance of double licensing;
• to provide for, at the level of bylaws, unified compatible technical standards for equipment that transmits and receives signals;
• to provide for incentives for broadcasters that actively promote and assist in the implementation of digital broadcasting.

Structure of the Roadmap is focused on:

• Involvement of various governmental, non-governmental, and commercial organizations to fruitful cooperation by establishing a clear vision of areas of responsibility in various fields of work;
• Creation of a scheme of work through a single link.
