Towards a system for anticipation of needs for skills and qualifications in Ukraine

ETF Workshop “Towards a system for anticipation of needs for skills and qualifications in Ukraine. Main conclusions on the development of the quantitative forecasting model on skills and qualifications”.

The Ukrainian stakeholders are committed to develop and implement an effective and coordinated system for identification of demanded jobs and skills and anticipation of future needs. Such a system requires cooperation and networking among institutions for data collection, analysis, reporting and dissemination. Ukraine has established certain elements useful for such an anticipation system, and in the last 2 years developed a model for long-term forecasting with technical support from the ETF. Ukraine is an active member of the “Make it Match” Network, facilitated by the ETF which is part of the activities under the Work Programme 2014-2017 of the Eastern Partnership Platform 2.

At this workshop the Ukrainian partners and the ETF team discussed:

  • The state-of-play and main conclusions on the developed quantitative forecasting model: achievements, challenges and perspectives
  • Further sustainability and applicability of the model in real conditions: suggestions for action
  • Shaping a system for skills identification and anticipation, covering the short and medium-term and the national, regional and sectoral dimensions: inputs and suggestions from the stakeholders and participating institutions.

The outputs of the workshop will be used in planning relevant ETF activities in 2016, and possibly in 2017.
