Following the results of the monitoring, the rating of Ukrainian higher educational facilities was developed. The rating is based on Scopus database indicators that is a tool to track the citation index of articles published by the educational facility or its staff. The Scopus database continues indexing of over 20 thousand of scientific journals and hundreds of book series. 11 April 11:07 The seminar for representatives of press service from territorial units of SES were held in Kyiv On April 10 in Kiev, in the Ukrainian Scientific Research Institute of Civil Protection were held training seminar for representatives of the press service from the territorial units of SES. Speakers at the seminar were representatives from the reform office Ministry of Interior, Center of Information and Documentation NATO in Ukraine and advisory missions of the European Union EUAM UKRAINE. During the event, participants discussed the reform of fire safety in Ukraine, involving volunteer firefighters to help professional rescuers familiar with the new methods of communication with citizens in informing about the main stages of the reform of SES and chat with readers on social networks. In addition, international experts talked about the features of the concepts of "crisis communications" and "strategic communications" as well as to establish cooperation with the media and the public and to effectively disseminate information messages.
