The issue of trade facilitation are increasingly important for Ukraine. Measures to simplify trade procedures have been adopted as one of the priorities of the state program development. Their primary purpose is to streamline the market mechanisms of supply chain security, elimination of bureaucratic and administrative barriers that are prerequisites for corruption. The issue of trade facilitation are increasingly important for Ukraine. Measures to simplify trade procedures have been adopted as one of the priorities of the state program development. Their primary purpose is to streamline the market mechanisms of supply chain security, elimination of bureaucratic and administrative barriers that are prerequisites for corruption.

Integration of foreign trade activities and processes of globalization of the world economy pose new challenges in carrying international traffic. International organizations that develop routines and rules of such transportation, follow the recommendations of the UN Economic Commission for Europe. These recommendations are aimed at unification and adaptation to modern requirements of the rules of regional agreements that regulate the transport of goods.

Regional ICC Ukraine support the activities of trade and economic missions, providing additional investment flows to regions and most importantly - help to realize the most effective regional projects. Their work makes it possible to ensure the efficient interaction of government, business and civil society organizations at the local level to build partnerships between business and government.

The most important achievement of regional representation ICC Ukraine in Odessa is the development and implementation of the "Single Window - local solutions" in the area of Southern customs and ports of Odessa region, initiated by the Ukrainian National Committee of the International Chamber palaty.Vprovadzhennya the "uniqueness" of the national customs space provides a significant simplification of foreign operations.

To implement the project in 2011, an Interagency Working Group on behalf of the Prime Minister Mykola Azarov, acting with the support of the UNECE. The purpose of the working group - to make the ports work on the principle of "one window" in accordance with the recommendations of the UN CEFACT 33-35.

To ensure the establishment and functioning of the Single Information System port community (EISPS) and proceed to the first stage of the project, prepared a number of changes in regulations, statutes, CMU, branch instructions. Switching to electronic document became revolyutsiyuye in a system that for centuries used the paper.

From October 8, 2012 in Odessa port became operational in beta pilot implementation of e-dress. This was the first phase of the Unified Information System port community under the "single window - Local Solutions" in the area of Southern customs and ports "Great Odessa." P1 February 2013 Customs and Odessa ICC stop receiving orders on paper. Thus ends the test mode introduction of "electronic outfit", started in the port of Odessa together with the Customs Service. By the specified time will start production by the system in operation.

Software development and technical support of the company does EISPS PPL 33-35 (planning of port logistics), specifically based AO "PLASKE" public-private partnership. The company is developing a system of "single window - Local Solutions" according to recommendations 33, 34, 35. PPL 33-35 is a member of the European Association of port communities, providing significant assistance in the establishment and maintenance of EISPS.

Assessing the effect of introducing the concept of "single window", we note that all port community showing interest in this project. At present already in this direction was determined Illichivskiy port. Experience introduction of "single window - Local Solutions" received positive feedback from the meeting of the Working Group Orhanizazatsiyi Black Sea Economic Cooperation on Transport, held in Izmir (Turkey). Thus, introducing a single information system port community in the port of Odessa, Ukraine went up a notch by introducing advanced European experience.
