| TECHNICAL ASSISTANCE TO UKRAINE: Current Projects | Ukraine SME Policy Development Project IFC's Ukraine SME Policy Development Project works with the government to improve regulatory policies in order to create a more hospitable environment for small business. The project, funded by the European Commission, focuses on four objectives: - Conduct an annual survey of the SME sector to identify the main administrative and regulatory obstacles to SME development.
- Streamline the legal framework covering business permits and other select regulatory procedures.
- Provide direct assistance to regulatory agencies to simplify and improve internal permit issuance procedures.
- Provide entrepreneurs with easy-to-understand information on regulatory procedures and on their rights and responsibilities as market participants.
In Ukraine, the potential growth of the SME sector is constrained by inappropriate government regulation, inadequate legislation, and poorly managed implementation mechanisms, as well as by a low level of legal awareness among small business owners. By working to address these issues, IFC supports sustainable development of SMEs in Ukraine. IFC's survey of the business environment in Ukraine is the largest, most comprehensive and longest running survey of its kind, and serves as the basis for continued private sector business environment reform efforts by IFC, the donor community, and most importantly, the Government of Ukraine.
By looking at regulatory issues from the viewpoint of entrepreneurs, the IFC survey provides first-hand information on obstacles facing today's small business owners. Conducted on a regular basis, the survey allows the Government to make better-informed policy decisions and to track private sector reaction to reform efforts. Since 1999, the Ukrainian government has adopted 13 pieces of legislation in line with IFC survey recommendations. These legislative changes have improved issues such as business start-up, inspections, taxation, leasing, and state support to small business. The Ukraine SME Policy Development Project works with all levels of government to help streamline the permit system in Ukraine. In cooperation with the State Committee on Regulatory Policy and Entrepreneurship, IFC has already participated in developing a draft Law on Permits.
In addition, IFC works with the State Fire Protection Agency, the State Labor Protection Agency and the State Sanitary Service, providing them with detailed recommendations for improving their permit issuance procedures and for building strong communication channels with entrepreneurs. Improving Entrepreneurs' Knowledge of their Rights | IFC has launched and continues to employ www.VlasnaSprava.info to provide entrepreneurs with up-to-date information on business regulations in Ukraine. Over the past year, vlasnasprava.info has become one of Ukraine's top business Internet sites, attracting over 80,000 hits per month and claiming over 3,200 regular registered users.
