This revealed the survey conducted by the International Renaissance Fund "Vidrodzhennia" among the representatives of local authorities, national and regional media, as well as members of the public and the expert environment. The survey in collaboration with the Embassy of Sweden in Ukraine and the Ilko Kucheriv Democratic Initiatives Foundation (IKDIF) was aimed at identifying how effective cooperation is between the authorities and the media to think tanks, what are the obstacles and what is the determining criterion of success of a particular analytical companies. The study had been lasting for two weeks at the end of 2015 and altogether 158 people responded a questionnaire. The study revealed the following interesting factor – 95% of respondents declared the need for cooperation of government bodies with ITTs, but only 27% used to read analytical materials, and only 7% in some or another way currently involve analysts in their activity. Respondents considered the main problem to be the lack of direct dialogue on many issues of reforms implementation between ITTs and middle officials of ministries and departments, which are, in fact, mediators of changes in the governance process preparing draft laws or other normative documents. ICPS, in turn, works daily to widely disseminate findings of various analytical works among all potential stakeholders, build an effective dialogue with the government and the public by the media and present-day digital means of communication, that has been reflected as a high position in the above ranking. On June 24, the final meeting dedicated to the project "Anti-corruption portal for public investigations" was held. ICPS had been conducting it since June 2015 till June 2016 with support of the UK-UA Reform program granted by Department of international cooperation of the UK’s Ministry of foreign Affairs. In the framework of the project, 30 anti-corruption investigations were published on the portal www.corr-icps.com.ua. They have revealed corruption-related offences committed by public officials from twelve Ukraine’s regions - Kharkiv, Lviv, Ivano-Frankivsk, Chernivtsi, Kirovohrad, Odesa, Kyiv, Dnipropetrovsk, Zhytomyr, Sumy, Kherson and Zakarpattia regions. Major regional anti-corruption NGOs and public activists, as well as newcomers took part in the project implementation after attending special trainings conducted by ICPS on how to use Open Data. Up to date, thanks to the Internet and consistent disclosure of information about incomes or shares in companies belonging to high officials, it becomes possible to conduct investigations particularly at the central, regional level which NAB, Anti-corruption Prosecutor's office and other newly created "tools" do not deal with. The representative of the cooperation program of the British Embassy in Ukraine, Francesca Stidston, emphasized that the project’s success lies in its implementation at regional level that proves validity of the policy referring to “decentralization of efforts and resources” under the British program. Ms Stidston also confirmed interest in further cooperation with the Coalition. Nearly 30 participants of the meeting supported a proposal of ICPS to establish Regional Anti-corruption Coalition as a logical continuation of the efforts aimed at enhancing capacity to carry out all-Ukrainian investigations and make them available to the civil society, media and citizens. The Coalition’s members mainly focus on submitting each case to court. According to Natalia Shylo, high standards while preparing investigations is a key element to transfer all the cases to law enforcement. By now, almost half of the cases prepared between 2015 and 2016 has already been transferred to NABU after a detailed legal review.
