    Absolutely false. The TPA is an unrealistic wish-list designed to tie off U.S. involvement in the Tibetan issue. A U.S. consulate in Lhasa? How's that working out so far? Did the TPA prevent KFC from establishing a location in Tibet as the ICT had hoped? Not a chance. The TPA, like the Special Coordinator for Tibetan Affairs portfolio, is no more than a point of referral aimed at giving the impression of progress on Tibet. They are the penultimate achievements of the ICT's desire to "institutionalize" the Tibetan movement and both offer nothing more than a dead end for the Tibetan people.
