EU Project Joint Support Office for Enhancing Ukraine’s Integration into the European Research Area (JSO-ERA)


Overall Objective

Project Purpose

  • To raise public awareness on Community Research & Development (R&D) activities, in particular the 7th Framework Programme by providing information and technical assistance on participation modalities and also by ensuring coordination and complementary implementation of R&D priorities identified in the various policy dialogues with Ukraine
  • To increase the opportunities for Ukraine’s research and business communities to integrate into European networks that support innovation and commercialisation of R&D outputs
  • To ensure institutional strengthening of the Ministry of Education and Science.
  • To encourage participation of Ukrainian R&D institutions and SMEs in the EU programmes in the fields of innovation and technology transfer

Key Project Results

  • A sustainable Joint Support Office with a network of regional focal points is established
  • Increased public awareness about opportunities generated by the EU 7th Framework Programme and other EC-funded R&D programmes
  • Increased integration of Ukraine into the EU R&D networks
  • Increased number of Ukraine’s researchers, SMEs and business communities to participate in the EU 7th Framework Programme
  • Support information provided to the Ministry of Education and Science concerning the innovation aspects of R&D activities


Project Components

  • JSO/NIP Capacity Building: development and delivery of intensive state-of-the-art training programmes to the JSO experts who will then assist Ukrainian researchers in preparing more competitive R&D proposals for the 7th Framework Programme
  • Public awareness: communication, information and dissemination activities. Organisation of general and thematic InfoDays, training, workshops, conferences, optimisation of the NIP's website & databases with partner-search engines, partnering and consultancy services
  • Capacity development of the Ministry of Education and Science of Ukraine with a view to strengthening its institutional and human resources
  • Enhancement of the NIP’s sustainable performance by introducing a sustainable development strategy for after project completion
  • Improvement to information-sharing in the fields of innovation and technology transfer to identify new cooperation opportunities between EU and Ukrainian R&D institutions

The European Research Area (ERA)

Over the last few decades, the EU has been facing a growing number of major societal challenges posed by economic growth, energy supply and international competitiveness, which resulted in the ERA‘s creation in 2000 to facilitate the EU’s progressive transformation into a knowledge society. However, since then, the entire ERA concept has been seriously overhauled into an increasingly pan-European unified system of scientific research programmes tantamount to a common market for research and innovation. The EU Seventh Framework Programme (FP7)

FP7 runs from 2007 to 2013 with a total budget of approximately ˆ 50 billion. More than ever before, its main priority focuses on scientific research and innovation directly relevant to the needs of European industry with a view to enhancing international European competitiveness, and also to society to improve quality of life. Participation has also been simplified and rationalised. Intended for research scientists, institutes and SMEs working together in transnational consortia, FP7’s main instruments are its Cooperation, Ideas, People and Capacities components.
