1 Purpose and scope
The present Regulations define terms conditions and procedure of payment for the services provided to Clients at the Cargo and Mail Handling Department warehouses of the State Enterprise “Boryspil International Airport”

Misdirected cargo: cargo delivered by mistake to the station other than the one indicated in cargo manifest or aviation load sheet.

Special cargo: air cargo that requires appropriate specific conditions of storage and handling technology.

General cargo: cargo that is not determined as a special cargo.

Humanitarian aid: targeted free of charge aid in kind, in the form of  irrevocable financial aid or voluntary donations, or aid in the form of work  performance, rendering of services provided by foreign and native donors under humanitarian grounds to humanitarian aid recipient in Ukraine or abroad who need it because of social vulnerability, material incertitude, difficult financial condition, state of emergency as result of natural disaster, accident, epidemics and epizootics, ecological, man-caused and other disasters that provoke danger for life and health of population, or hard disease of particular people.

International technical aid: resources and services rendering by donors under  free of charge and irrevocable grounds under international contracts of Ukraine aiming to support Ukraine.

Terminal handling: service provided to the Client that envisages handling of export/import cargo (except transfer one) in an area of cargo acceptance before discharging for its storage in a temporary store and cargo delivering on arrival.

Consolidated cargo: cargo transported on single AWB but includes several consignments that are assigned to different recipients.

Client: physical body or legal entity who makes payment for the services provided by Cargo and Mail Handling Department.

3. General statements
3.1 The Regulations shall be applied to the Clients of the airport who make payments for the services provided by Cargo and Mail Handling Department  and airport staff that must keep the established regulations while calculation of payment for provided services.
3.2 Procedures included into terminal handling shall be rendered obligatory to all clients of Cargo and Mail Handling Department and they envisage usage of airport production resources aiming to handle import/export baggage in complex. 

4. Application of tariffs

4.1 Terminal Handling.
4.1.1 Cost of terminal handling shall cover the following services: loading/unloading of cargo from Client vehicles using (if necessary) electrical loaders and/or automobile loaders, cargo handling for weight metering, cargo handling during AVSEC procedure, transportation and stowage in temporary storage facilities, checking of the enclosed AWB and making their copies, packing/repacking of cargo that was disembarked in the damaged packing, cargo transportation from the temporary storage facilities to the Client vehicle, loading/unloading of cargo to the Client vehicles, provision of cargo checking by customs brokers and customs officials.
4.1.2 Payment for terminal handling of a consignment with weight up to 10 kilos and of a consignment with weight up to 170 kg (under one AWB) shall be made under different fixed tariffs.
4.1.3 Payment for terminal handling of a consignment with weight exceeding 170 kg (under one AWB) shall be made per each kg of the consignment.
4.1.4 Payment for terminal handling of a consolidated cargo shall be made per actual handling of each part of the cargo indicated in HAWB or MAWB.
4.1.5 Payment for terminal handling shall be not made for valuable cargoes handling.

4.2 General cargo storage
4.2.1 Cargo delivered to the airport from abroad shall be stored for thee days free of charge (excluding weekends and holidays) from the moment of sending the notification of the Client regarding cargo arrival or from the moment of cargo stowing (in case of not sending the notification to the Client under the Client’s request or in case of arrival of cargo without the enclosed documents).
4.2.2 Payment for storage shall be made by the Client for the actual weight of imported cargo indicated in AWB for all paid days of storage (including the day of cargo arrival) under the registration in AWB made by information group operator.
4.2.3 Payment for storage of the imported consolidated cargo shall be made for the actual storage of each part of cargo indicated in HAWB or MAWB.
4.2.4 Payment for storage of the imported cargo (under one AWB) that was delivered by parts shall be made for the actual period of storage of each separate part according to Clause 4.2.1.  
4.2.5 Export cargo accepted for departure shall be stored free of charge during 3 (three) days (not including days off and public holidays) from the date of its stowage in the temporary storage. Transfer cargo shall be stored free of charge during 7 (seven) days from the date of its stowage in the temporary storage.
4.2.6 The Client shall pay for all days of export cargo storage on the grounds of the notes made by acceptance/delivery agent of Cargo and Mail Handling Department in AWB indicating the date of cargo acceptance in the temporary storage.
4.2.7 Payment for storage of the cargo (registered under single AWB) that is departing by parts shall be made for actual storage of each part. 
4.2.8 Payment for storage of export, import and transfer consignment with weight up to 50 kg (indicated in AWB) shall be made under fixed tariff in compliance with the term of its storage. Payment for storage of cargo exceeding 50 kg shall be made per each kilogram in compliance with the term of its storage.
4.2.9 Subject to the general term of cargo storage the appropriate tariff shall be applied complying to gradation.

4.3 Special cargo storage
4.3.1 Validity of the tariffs for special cargo storage shall be applied to export, import and transfer cargo that arrives to the airport.
4.3.2 Payment for special cargo storage that require special conditions of such storage (cooling/refrigeration chamber, temporary store No. 4, 8) shall be made for each day of storage from the moment of the Client notification of import cargo arrival and from the moment of export cargo stowage.
4.3.3 Payment for valued cargo storage shall be made per each day or its part from the moment of its stowage in a specially equipped premise (temporary store No.9) per single AWB.
4.3.4 Payment for special consignment storage with weight up to 50 kg (indicated in AWB) shall be made under fixed tariff in compliance with the term of its storage. Payment for storage of cargo exceeding 50 kg shall be made per each kilogram in compliance with the term of its storage.

4.4 Other services
4.4.1 Cost of cargo accelerated handling shall be made on departure/arrival of the aircraft.
4.4.1.1 Payment for cargo that requires accelerated handling and shall be delivered to the airport during 1.5 hours before departing of the aircraft in compliance with scheduled flight plan or it requires priority handling after aircraft arrival shall be made under fixed tariff.
4.4.1.2 Cost of cargo accelerated handling is fixed on the basis of handling of consignment up to 250 kg in compliance with one AWB.
4.4.1.3 The Client shall pay for cargo accelerated handling complying with fixed tariffs and on the grounds of the notes made by Carrier in Cargo Manifest regarding cargo acceptance for transportation.
4.4.2 Payment for the Client notification via telegram regarding cargo arrival shall be made for each sent message.

4.5Special conditions of payment:

• payment for storage and terminal handling of cargo of international technical aid shall be made after expiration of  20 days from the day of the Client notification of arrival of cargo in the presence of copy of the reference issued by Ministry of Economics regarding cargo’s belonging to  international technical aid;
• payment for storage and terminal handling of humanitarian cargo shall be made after expiration of  20 days from the day of the Client notification of cargo arrival on the grounds of decision of Committee on Humanitarian Aid Issues under the Cabinet of Ministers of Ukraine and in the presence of copy of abstract or minutes submitted by the Client for receiving of cargo;
• cargo delivered to the address of State Enterprise “Boryspil International Airport” shall be stored and handled free of charge;
• human remains shall be stored and handled free of charge;
• misdirected cargo shall be stored and handled free of charge.
