DIALOGUE has successfully taken place!!


From the 11th till the 13th of June at the exhibition Complex of Odessa Sea Commercial Port the Seventh International Exhibition and Conference on Sea, Rail, Road Transport, Infrastructure, and Cargo Handling and Transportation Equipment Development “Inter-TRANSPORT” took place.

The Event is being organized under the support of the Black Sea Economic Cooperation Permanent International Secretariat (BSEC PERMIS) in accordance with the Conference of the BSEC countries Ministers’ of Transport Decision (Thessalonica, 26-27 January 2005), approved by the BSEC Ministers’ of Foreign Affairs Council on the 25th of October 2007. Ministry of Transport and Communications of Ukraine, Ministry of Foreign Affairs of Ukraine and Odessa Region State Administration are coordinating the Events. The Event is being held in accordance with the Ministry of Transport and Communications of Ukraine Resolution (No 62 dated 23.01.08). European Union, Delegation of European Commission for Ukraine financially supported and actively participated in the international transport forum. Active co-organisers of the Forum are the Black and Azov Sea Ports Association (BASPA) and International Transport Academy (CIS).

For the first time to make the transport process participants’ negotiations the most efficient the Exhibition and the Conference were included into the programme of the International Transport Week.

In the framework of the International Transport Week JSC PLASKE – the general international partner of Exhibitions Technologies Centre, organized the FIATA Regional Meeting – International Freight Forwarder’s Day 2008. Railways Cooperation Organization (OSJD) with the active participation of JSC PLASKE successfully held the International Conference “Competitive Environment in the Sphere of Railroad Freight Transportations”.
The 3rd International Conference “Energy-savings on transport and in industry: innovative solutions” was organized in the framework of the Week.

International Black and Asov Sea Ports Association (BASPA) held the Conference.

The Seventh International Conference “Inter-TRANSPORT” was held on the 12-13th of June. The Sponsors of the Conference are traditionally National Container Company, Ukrtranscontainer and Ukrsotsbank, member of UniCredit Group.

The Conference Delegates were welcomed on behalf of the Ministry of Transport and Communications of Ukraine by the first deputy director of State Marine Inspection of Ukraine Mr. Alexey Lyashenko, on behalf of the Ministry of Foreign Affairs – by the First Secretary of the Regional Representative Office of the Ministry for the Southern Area Mr. Georgiy Zakrayavskiy, on behalf of the Odessa Region State Administration – the Head of Marine Complex, Transport and Communications Department Mr. Alexander Golokoz, on behalf of the European Union – representative of the Delegation of the European Commission to Ukraine Ms. Jurate Joudsnukyte, on behalf of the Black Sea Economic Cooperation Organization (BSEC) – Executive Manager of BSEC PERMIS Mr. Evgeniy Koziy, on behalf of the Coordinating Transport Meeting of the CIS and International Congress of Manufacturers and Entrepreneurs – first vice-president of the International Transport Academy Mr. Victor Dosenko, Chairman of SETREF (South East European Transport Research Forum) professor Marco Mazzarino, executive director of BASPA Mr. Georgiy Tokman, director general of the Association UKRPORT Mr. Victor Borisenko.
For two days more than 30 reports of international institutions, organizations and professional associations experts and specialists on the most urgent issues of transport infrastructure and freight transportations were being discussed.

Considering the Black Sea area as the prospective area from the point of view of international transport connections development (especially taking into consideration transit potential of Ukraine) SETREF activities was presented at the exposition and specialized session was held at the Conference.

This year the Conference Programme was formed under the active support and with the participation of the International Transport Academy. The main goal of the Academy is to solve transport development complex problems in the process of national transport networks integration.

Ninety two delegates from Luxemburg, United Kingdom, Germany, France, Italy, Turkey, Romania, Bulgaria, Latvia, Lithuania, Kazakhstan, Russia and Ukraine took part in the Conference
One of the main themes of the Conference has been the development of ports. The discussion on the theme has been started by the report of Mr. Patrick Verhoeven, Secretary General of European Sea Ports Organisation (ESPO). The managers from such ports as Odessa, Illyichevsk, Yuzhniy, Kherson, Reni, Constantza, Galati, Bourgas and Varna have made reports and participated in the discussion.
The audience attention to the contrailer transportations topic is constantly growing. The report: “The shuttle container train "Viking”made by Mr. Stasis Gudvalis, Deputy Director General, Ministry of Transport and Communications of the Republica of Lithuania, was considered as one of the most interesting.
New Opportunities and Projects in Road Transport Across Asia and Europe through the Black Sea Transport Network were covered in the report made by Mr. Adrian Albu, Deputy Secretary General of BSEC-URTA (Union of Road Transport associations in BSEC).

One of the most actual themes for the region transport infrastructure is investment prospects which were described in connection with TRACECA Project in report made by Mr. Arthur Nitsevich, Director of International Legal Service, Expert on Legal and Organisational Issues in the Framework of TRACECA Project.
Having discussed the reports, having exchanged with the opinions on the key issues of the industry development the Conference Delegates have approved the text of the Appeal.

The key event of the international transport week, all its participants’ centre of attention was the Seventh Exhibition “Inter-TRANSPORT”. All the parties interested in the transport branch development have met at the exposition.

At the Exhibition official opening ceremony the participants and guests were welcomed on behalf of the Ministry of Transport and Communications of Ukraine by the director of Main State Inspection on Safety at Sea Mr. Alexandr Shciptsov, Mr. Petr Khlytsov, Vice Chairman of Odessa Region State Administration, on behalf of the European Union – representative of the Delegation of the European Commission to Ukraine Ms. Jurate Joudsnukyte, executive director of BASPA Mr. Georgiy Tokman, director general of the Association UKRPORT Mr. Victor Borisenko. on behalf of SETREF – representative in Ukraine vice-rector of Odessa National Maritime University professor Michael Doubrovskiy, Mr. Anastas Kokkin, Director of the PE UKRTRANSCONTAINER, Ms. Victoriya Gulevaya, head of corporate business department of UKRSOTSBANK, Mr. Ivan Liptuga, vice-president of JSC PLASKE, Consul of the Republic of Latvia in Odessa Ms. Elena Aleksenko, first vice-president of the International Transport Academy Mr. Victor Dosenko.
The culmination part of the opening was the awarding ceremony. The leaders of the transport branch were awarded with the honorary medals of International Transport Academy, representing interests of more than 150 transport companies of CIS countries.

Mr. Gennadiy Scvortsov - the Head of Ilyichevsl Sea Commercial Port, President of BASPA and Mr. Oleg Zastupailo – Deputy Director of Moebius Construction Ukraine were awarded with the medal named after Alexey Krylov.
Mr. Ilya Levitskiy - the Head of Odessa Railroad was awarded with the medal named after Pavel Melnikov.
Mr. Sergey Plisko – the Director General of PC “Euro Trailer Ukraine” was awarded with the medal named after Ivan Likhachev.
Mr. Dezo Chaba – director of “Road Masters” was awarded with the Diploma of the actual member of International Transport Academy.
More than seventy companies from Ukraine, Russia, Belarus, Romania, Germany, the Netherlands, Greece and Luxemburg took part in the Exhibition.

The Exhibition was visited by more than seven hundred attendees. In accordance with the registration analysis (300 questionnaries were analysed) the representatives of transport companies from Ukraine, Russia, the United Kingdom, Germany, France, Italy, Turkey, Romania, Bulgaria, Latvia, Lithuania and Kazakhstan. Among them there were the CEO and senior managers (65 %), managers – 15 %, scientific and technical employees – 20 %.

This year some NEW trends of the exhibition profiles were presented for the Exhibition on Sea, Railroad, Road and River Transport, Logistics, Services, Infrastructure and Equipment for Transportation and Cargo Handling Works “Inter-TRANSPORT” attendees.

Under the support of Odessa National Maritime University and Ukrainian Maritime Register of Shipping the exposition and the program on marine and hydro-technical constructions were carried on. The presentations of the industries leaders’ activity were presented at the exhibition:GT-Project Ukraine, Moebius Construction Ukraine Ltd., «Mast-bud» Enterprise, Projectgidrostroy, Van Oord Dredging and Marine Contractors b. v., ArcelorMittal Commercial RPS S.ar.l, RostGroup and others.

The versatile exposition of freight road transport was suggested for the road carriers. The following trademarks of super, road and combi trains, buses – SCANIA, FLIEGL, KOEGEL, TRAILIS, were demonstrated by the companies Euro Trailer Ukraine, TrailerPort Ukraine and Galtekhprom.

Traditionally the leading ports of Ukraine take part in the Event – Odessa, Ilyichevsk, Yuzhniy, Reni. As usual the National Container Company and PE UKRTANSCONTAINER are in the centre of the exposition hall and visitors’ attention. For the first time there was the biggest port of the Black sea Area – the Port of Constantza exposition, also the exposition of Romanian Inland Ports Union. One of the major in the area investments projects of Specialised Bulk Handling Complex – “Moorings of Komintern” was also presented for the first time.

Cargo handling equipment was demonstrated by BLN Handelsberatungs- und Consulting GmbH (Germany), Gottwald Port Technology (Germany), Alfatech (Ukraine, Dnepropetrovsk), Zeus (Ukraine, Zaporogye), Leda (Odessa), Mono Cravu Lifts Ukraine (Ukraine, Krivoy Rog), Trans-service (Odessa), Universal-Service (Odessa).

The trend of railroad transportations was shown by such major operators as Ukrainian state Center of Transport services “LISKI” and Odessa Rail Road. The company PULSAR-92 from Kharkov has demonstrated at the stand unique weighting equipment for railroads.

Offers on the transport objects safety were presented by the companies “TRANSAS UKRAINE” and “System communications”.
A number of specialized events was held in the framework of the Exhibition.
In the course of the Round table discussion: “Water-ways and Ports Construction and Maintenance. Modern Condition, Problems and their Solving” following issues were discussed: water ways and ports present condition analysis, analysis of contracting companies opportunities in construction and maintenance of water ways and ports, ways and prospects to improve the relations between customers and contractors.
Heads of corresponding departments of regional and city administrations, experts of the Register of Shipping of Ukraine, Association UKRPORT, ChernomorNIIProject, ports chief engineers’ services, exhibitors have taken part in discussion. Participants of the discussions during the round table have become representatives of 24 companies.

The meeting of Ukrainian Ports Association UKRPORT Committee “On Planning, Construction, Technical Maintenance of Hydro-technical, Coastal and Engineering Constructions” was held during the Exhibition. Following issues were discussed: using in Ukrainian ports of steel sheet piles manufactured in Europe. The reports were made by specialists from Odessa National Maritime University, ChernomorNIIProject, Transinvestservice, GT-Project, Stapel. Representatives of fifteen companies from different regions of Ukraine took part in the meeting.

On the third day of the Exhibition under the support of Odessa Region Main Department of Ministry of Emergencies of Ukraine was held the Seminar “Problems and ways of solutions of questions providing the fire safety of marine terminals, oil, oil products and liquefied hydrocarbon gases”. The chief engineers of the Ukrainian ports, representatives of the State Department of Sea and River Transport of Ukraine, ChernomorNIIProject and other companies took part in the Workshop.

The slogan of the Forum is “Dialogue. Trust. Action”. Within the second week of June DIALOGUE of transport intelligency of the countries of Black Sea Areat, Europe and the CIS has successfully taken place in Odessa. We hope, that on the basis of such DIALOGUE the TRUST has become stronger. We invite to discuss the further ACTIONS in one year - at the eighth International Exhibition and Conference "Inter-TRANSPORT" (June, 10-12, 2009).
