Sevastopol city is divided into 4 administrative district: Leninskiy, Gagarinskiy, Nakhimovskiy and Balaklavskiy.

The districts are governed by the district state administrations at the head of their chairmen.The president of Ukraine assigns the chairmen of the district state administrations of Sevastopol city.

The local government in the districts is realized by the district Deputies Councils at the head of their chairmen elected from members of the deputy structure.

The Inkerman town is included in the Balaklavskiy district and has the status of a district submission town. The Mayor, elected by people, is the head of the town.

The urban-type community Kacha and 4 rural Councils: Andreeevskiy, Verhnesadovskiy, Orlinovskiy, Ternovskiy are also related to the administrative-territorial units of the Sevastopol city Council. The Mayors elected by people head village and rural councils. Each of them, including Inkerman town, has the local councils and working executive committees.
