1. GENERAL PROVISIONS, IDEAL PRINCIPLES, TASKS AND GOALS

1.1. All-Ukrainian social organization “Ukrainian Registered Cossacks”, from here – the Ukrainian Registered Cossacks(URC), is a successor and continuer of ideal, spiritual and moral principles of Ukrainian Cossacks, their spiritual, cultural, organizational, military, patriotic and economic traditions.

1.2. Ukrainian Registered Cossacks unite Cossacks, descendants of all the branches , directions and trends of Ukrainian Cossacks, irrespective of location of their residence, citizens of Ukraine, who confess the national idea and ideology of Ukrainian Cossacks, who actually work for its realization, for regeneration and development of Cossack movement.

1.3. Ukrainian Registered Cossacks are guided in their activity by the Constitution of Ukraine, by the acting legislation of Ukraine, by its Statute, by the Ukrainian President’s Decrees, by the norms of the International Law, which is recognized by Ukraine, by progressive Ukrainian traditions and customs, which do not contradict the Laws of Ukraine.

1.4. Ukrainian Registered Cossacks are a unitary, single in its integrity social organization, an association of Ukrainian Cossacks, the structure organizations of which the Ukrainian Laws is valid.

1.5. Statute of the Ukrainian Registered Cossacks are a single and generally obligatory for all its structural subunits, Cossack associations, organizations and societies, which make integral parts of the Ukrainian Registered Cossacks.

1.6. Ukrainian registered Cossacks have their own attributes and symbols: flags, bunchuks, kleinods, emblems and membership cards of a unified sample, they also have their uniform, unified Cossack military ranks, Cossack signs of distinction and rewards, their hymn, marches etc.

1.7. Record keeping is carried out in the Ukrainian Registered Cossacks in conformity with the legislation of Ukraine.

1.8. On the territory of Ukraine the Ukrainian Registered Cossacks act in accordance with administrative territorial division of Ukraine, but has historical names of its regiments, curens (platoons), sontyas ( companies), which can coincide with names of their administrative territories.

Members of the Ukrainian Registered Cossacks create Cossack communities ( unions), according to the place of their residence. The Registered Cossacks are liable to the Common Register at the General Headquarters of the Ukrainian Registered Cossacks. Their activity is regulated by Statute of the Ukrainian Registered Cossacks, by provisions and normative legal acts of the General Headquarters.

1.9. Ukrainian Registered Cossacks cooperate with other Cossack organizations, which stand on the position of the state and which are members of the Coordinating Council on Problems of Development of the Ukrainian Cossacks, attached to the President of Ukraine. The Ukrainian Registered Cossacks develop cooperation with Cossack communities of the world.

1.10. Ukrainian registered Cossacks can have only individual membership of Cossacks, who are citizens of Ukraine and citizens of other countries of the world.

1.11. Ukrainian Registered Cossacks are historically connected with the Ukrainian Orthodoxy, they stand for cooperation between all the churches, which openly stand on the principles of regeneration and development of the national state system of Ukraine.

Ukrainian registered Cossacks aspire to create United Local Ukrainian Apostle Christian Church with its center in Kiev.

PURPOSE OF ACTIVITY OF THE UKRAINIAN REGISTERED COSSACKS

1.12 The main purpose of activity of the Ukrainian Registered Cossacks is to help development of Ukraine as a sovereign, independent, autarkic, democratic and rule-of-law state with Cossack model of democracy, which combines harmonically liberties and freedoms of a man with discipline and order in the state.

THE MAIN TASKS OF THE UKRAINIAN REGISTERED COSSACKS

1.13. The main tasks of the Ukrainian Registered Cossacks are as follows:

  • cooperation with the state power bodies in the matter of shaping the state policy in the sphere of spiritual, economic, social and military building the state on the historic, patriotic, economic and cultural traditions of the Ukrainian Cossacks;
  • assisting regeneration and development on the principles of traditions of the Ukrainian Cossacks, activities and the way of life of the Ukrainian people, revival and development of Cossack economic activities; creating Cossack seches, palankas and settlements as centers of regeneration and development of traditional Cossack forms of self-government;
  • assisting preparation young people for military service, military training of the Ukrainian Cossacks, assisting development of the Armed Forces of Ukraine, Customs service and subunits of the Civil Defense, assisting recruitment for Cossack military formations with conscripts from the Ukrainian Registered Cossacks;
  • providing cultural exchange, close cooperation with Cossack associations of the diaspora;
  • patriotic education of the new generation in the spirit of the Ukrainian Cossack knighthood, Ukrainian national idea, devotion to the native Ukrainian people and the Ukrainian native Mother-Land;
  • assisting revival of the Ukrainian Cossack churches and monasteries, Cossack graves, creation of new monuments of culture to commemorate Cossack knights and glory of the Ukrainian people;
  • participation in conducting undertakings on protection of environment, establishment of effective energy and resources saving and ecologically pure forms of using the land and industrial production;
  • development , financing, realization and coordination of projects and programs, meetin the interests of the Ukrainian registered Cossacks, its members and founders of economies, economic associations, enterprises etc. with the organs of state power, management and with the state enterprises;
  • assisting development of military application and technical kinds of sports and tourism;
  • protection of rightful interests of the Ukrainian registered Cossacks and their members in state power organs and social organizations;
  • concern for security of the Ukrainian Registered Cossacks.


2. DIRECTIONS AND FORMS OF ACTIVITY OF THE UKRAINIAN REGISTERED COSSACKS

2.1. The directions of the activity of the Ukrainian Registered Cossacks are as follows:

  • spiritual-ideological: a complex of undertakings, directed at regeneration nad improvement of the national Ukrainian spirit, eminence of the Ukrainian nation in the past and in future; defining of the Lord’s destination of the Ukrainian people; physical and spiritual health of the nation through propaganda of Cossack way of thinking and life, through the system of improving Cossacks;
  • scientific-educational: a complex of undertakings, directed at wide-range leaning of spiritual, moral and ethical subjects, improvement of esthetic education, teaching healthy way of life, creation of educational and scientific establishments on the principles of Cossack Pedagogy;
  • national: a complex of undertakings, directed at patriotic education of the youth, implementation of healthy way of life, development of spirituality and strengthening moral principles of the society, development and realization of programs of education, directed at improvement of spirituality, morality and patriotism;
  • economic: a complex of undertakings, directed at regeneration of economy of Ukraine through development of traditional and new forms of economic activity with the purpose of improving the living standards of the people on the proper level;
  • social: a complex of undertakings, directed at creating an integral social structure of the society in Ukraine, which consists of various ( but socially protected) social layers of the population;
  • military: a complex of propaganda and educational undertakings, directed at creating a system of defense of the state with using of a wide range masses of the Ukrainian Registered Cossacks formations as a reserve of the professional Military Forces and other power structures of Ukraine.

2.2. The Ukrainian Registered Cossacks according to the established Law:

2.2.1. organize and maintains activities of the Cossacks associations in Ukraine, take part in the national and social undertakings, which help to realize the Ukrainian national idea, to consolidate the Ukrainian national statehood, augmenting power and international prestige of Ukraine as a premise for providing spiritual and material prosperity, moral and physical health of the Ukrainian people.

2.2.2. The URC assist all the state power bodies in providing national security of Ukraine and its state interests, in supporting social order, in struggle with crimes and violation of the Law, in executing security activities.

2.2.3. They help the government bodies in defending the state borders of Ukraine and in carrying out the customs service, in liquidation the consequences of state of emergency. Items 2.2.2. and 2.2.3. are realized by creation of subunits as formations of social order, which are trained in Schools of Cossack Military Training, involving army and militia officers.

2.2.4. They cooperate with the Armed Forces of Ukraine, Committee on problems of security of the state border, Ministry of Emergency Situations in Ukraine, Security service of Ukraine, Ministry of Home Affairs and other state and law – enforcement bodies, National Academy of Science of Ukraine, educational establishments, institutions and organizations of military patriotic character, which prepare young men for military service and work in law-enforcement bodies.

2.2.5. They cooperates with the Defense Assistance Organization of Ukraine.

2.2.6. They assist military formations of Ukraine in bringing separate subunits up to strength with trained conscripts from organizations of the Ukrainian Registered Cossacks, re-training of Ukrainian Cossacks who are subject to the draft.

2.2.7. They conduct ( on agreement with commanders) cultural and educational undertakings in military formations and law-enforcement organs, assist studying of History, Ukrainian military forces, strengthening Cossack military traditions.

2.2.8. They create( on agreement with state administration organs) constantly acting seches of the Ukrainian registered Cossacks, organize traditional Cossack camping meetings, competitions, festivals etc.

2.2.9. They regenerate traditional Cossack trade and military skills ( Cossack wrestling, Ukrainian sports fighting arts, riding horses, boat tours etc.), they also assist conducting sports competitions on mastering Cossack historic arms, assist mastering modern technique and transportation means.

2.2.10. They conduct educational work among young people and teenagers, create and organize children, teenagers’ and youth subunits of the Ukrainian registered Cossacks: associations, schools and other educational institutions, camp; they also support their activity.

2.2.11. They investigate History of Ukraine, assist restoration of the historic truth, making popular heroic past of the Ukrainian Registered Cossacks. They also popularize cultural achievements and heritage of the Ukrainian nation and the Ukrainian Cossacks., in particular, they conduct a complex of cultural and enlightenment undertakings, exhibitions of masters of the Ukrainian Cossacks, concerts.

2.2.12. They assist scientific and research work, attracting various specialists to it.

2.2.13. They organize and conduct scientific, folklore and ethnographic, archaeological expeditions, conferences, seminars, devoted to study and development of spiritual traditions of the Ukrainian Cossacks.

2.2.14. They assist intensively preservation of historic and cultural monuments, immortalizing Cossack glory.

2.2.15. They organize Cossack agricultural farming and collective agricultural enterprises, cooperatives, gardening and orchard associations, various lines of business etc.

2.2.16. They carry out economic and other types of commercial activities by the way of creating self-supporting enterprises and organizations, by establishing Cossack enterprises with the status of legal entities.

2.2.17. They maintain direct international links, carry out other activities which do not contradict international agreements of Ukraine, International Law and legislation of Ukraine.

2.2.18. They set up mass media.

2.2.19. They collect and process economic, scientific and ecologic information, using it with the purpose of carrying out the Status activity of the Ukrainian registered Cossacks and providing healthy way of life of the Ukrainian people.

2.2.20. Together with state institutions they carry out undertakings, aimed at preservation of the nature, and introduce effective forms of environmental protection.

2.2.21. According to the set up order, they restore functioning of objects of social, cultural and other destinations, connected with history of the Ukrainian Cossacks, historic names of cities and towns and other inhabited localities.

2.2.22. They regenerate and introduce into everyday life progressive Ukrainian Cossack traditions, rituals and customs, which are not in contradiction with the acting legislation and also Cossacks attributes and symbols, folklore, in particularly, Cossack, medicine etc.

2.2.23. They put forward proposals, concerning management of improvement of reputation of the Ukrainian registered Cossacks, to state administration organs.

2.3. The Ukrainian registered Cossacks:

  • Are the support for the Ukrainian government, elected by the people, and express the people’s will;
  • They take upon themselves voluntarily the duty to fulfill the service with the purpose of defense and support of state institutions, social order, the borders.

The organization of the URC combines harmonically democracy and undivided authority: commanders of districts, divisions, atamans (heads) of regional, city and district organizations of the URC of the AR of the Crimea, city Kiev, city Sevastopol, are appointed by order of hetman (Head) of the Ukrainian Registered Cossacks.

The URC Cossacks wear obligatory approved uniform and are conferred to Cossack ranks in accordance with their posts; they received signs of distinction in accordance with the regulations, approved by Hetman (Head) of the Ukrainian Registered Cossacks.

3. MEMBERSHIP IN THE UKRAINIAN REGISTERED COSSACKS.
DUTIES AND RIGHTS OF MEMBERS OF THE UKRAINIAN REGISTERED COSSACKS


3.1. Membership in the Ukrainian registered Cossacks is only individual.

3.2. Descendants of a Ukrainian Cossack family or citizens who have passed the period of probation and who have revealed deep patriotic convictions, who stand on the principles of development and protection of an independent, sovereign, united, democratic state of Ukraine, have the right to be full members of the Ukrainian Registered Cossacks or Bereguinyas of the Ukrainian registered Cossacks. After passing the period of probation a full Cossack or Bereguinya is given a register document and a certificate.

3.3. For a weighty contribution to development of the Ukrainian Registered Cossacks outstanding social, political and military leaders, workers of culture and science, state leaders, outstanding sportsmen, who have shown themselves as active implementers of the Ukrainian statehood principles and the Ukrainian Cossacks idea, can be admitted to the Ukrainian Registered Cossacks without the probation period by order of Hetman (Head) of by decision of Rada of Stareishinas of the Ukrainian registered Cossacks.

3.4. Admission to the ranks of the Ukrainian Registered Cossacks is executed according to a written application and, according to Cossacks customs, at Radas of Cossack associations.

Those who have not been members of children, teenagers’ and youth Cossack organizations, are admitted to Cossacks according to a recommendation of two full members of the Ukrainian Registered Cossacks.

Every Cossack should be registered in private Cossack associations.

3.5. Military Cossack ranks are: junior lieutenant, lieutenant, senior lieutenant, captain, major, lieutenant-colonel, colonel, army general, marshal of Cossacks. The ranks are conferred by the URC Hetman by recommendations Cossack districts commanders, atamans of regional organizations, separate divisions, leaders of the URC General Headquarters and the URC General Starshinas.

3.6. Children, teenagers’ and youth Cossack organizations are created and act as structure organizations of the Ukrainian Registered Cossacks, in accordance with the regulations on these organizations, which are approved by Hetman (head) of the Ukrainian Registered Cossacks.

3.7. Persons, who have been called to criminal account, can become Cossack members only after corresponding decision of the court of Cossack honor of a regional Cossack organization, after clearing off criminal record in the order, set up by regulations and only after this kind of membership has been approved by Hetman (Head) of the Ukrainian Registered Cossacks.

3.8. Structure women associations are created within the Ukrainian Registered Cossacks, which act on the basis of the single URC Statute.

3.9. Members of the Ukrainian Registered Cossacks are obliged:

  • to be active implementers of the Ukrainian National Idea, to meet all the requirements of this Statute and of the Ukrainian Cossack customs, in case the later do not contradict the Statute of the Ukrainian Registered Cossacks and the acting legislation of Ukraine;
  • to carry out universals, decrees, orders and resolutions of hetman ( head), leading bodies of the Ukrainian registered Cossacks, orders of their atamans and starshinas;
  • to pay their monthly membership fees, the amount of which is set up by a special regulation;
  • to observe healthy way of life, to take care of the Ukrainian state, of their Motherland, of their children, to educate the younger generation spiritually healthy, morally and physically tempered, devoted to Ukraine and the Ukrainian people;
  • young Cossacks, undergoing pre-conscription military training, are obliged to manifest initiative in being registered in time in their local military commissariat and should aspire to be called for military service;
  • while undergoing military service they should work at their professional, moral and psychological, physical self-improvement, to be an example of good discipline, devotion to the Ukrainian people, to Ukraine;
  • to preserve and to develop progressive Ukrainian Cossack customs and traditions, to keep the honor of the Cossack name, to strengthen unity among the Ukrainian registered Cossacks, to occupy themselves with socially useful for Ukraine, and the Ukrainian people work, to adhere to the principles and norms of Christian moral, Cossack ethics and etiquette.

3.10. Full members of the Ukrainian registered Cossacks have the right:

  • of a casting vote at Cossack Radas;
  • to elect and be elected leaders of bodies of the Ukrainian Registered Cossacks on all the levels;
  • to put forward problems of activity of the Ukrainian Registered Cossacks for discussion in Cossack Radas;
  • to receive Cossack military ranks according to Regulations on doing military Cossack service and positions they occupy in the Ukrainian Registered Cossacks;
  • in conformity with the acting legislation to make use of the property of the Ukrainian Registered Cossacks and land lots;
  • to receive information on activity of the Ukrainian Registered Cossacks;
  • to receive response to their proposals and applications to associations of the Ukrainian Registered Cossacks of all the levels;
  • to work in all the structures of the Ukrainian registered Cossacks;
  • to receive spiritual and moral support and in case if it is necessary, to receive material support;
  • to study at educational and sports training institutions by recommendation of leading organs of the Ukrainian Registered Cossacks;
  • to wear the uniform of the Ukrainian registered Cossacks with all the equipment and a saber and other armaments in compliance with the acting legislation, rules of allowance system of Ukraine and the corresponding regulations.

3.11. Cossacks and Bereguinyas, who are undergoing the probation period, have the right:

  • to put questions for consideration at Cossack Radas and to take part in discussion of problems with the deliberative vote;
  • to receive response to his proposals and applications;
  • to receive spiritual and moral, in case of necessity, material support;
  • to study at Cossack educational and sports training institutions;
  • to wear the traditional Cossack uniform of the Ukrainian registered Cossacks without equipment.

3.12. Membership in the Ukrainian Registered Cossacks is discontinued:

  • at a person’s will;
  • when it is revealed that a Cossack or a Bereguinya of the URC are members of any other Cossack organization;
  • in case of violation of the Statute of the Ukrainian Registered Cossacks, and also for a purposeful activity, directed at kindling hostility and causing dissension among the Ukrainian Registered Cossacks;
  • as a result of an activity which is incompatible with the rank of a Cossack and which has cause damage to the Ukrainian state, Ukrainian people or the Ukrainian Registered Cossacks;
  • for violation of spiritual and moral principles, established in the Ukrainian Registered Cossacks;
  • in case of not paying membership fees during three months.

3.13. The decision to dismiss a Cossack or a Bereguinya from the URC register can be made only by Hetman (Head) of the Ukrainian Registered Cossacks on the foundation of recommendation of the URC General Headquarters, the court of Cossack honor, conclusion of the general auditing commission or general inspection.

Recommendations ( proposals) of the court of Cossack honor, conclusions of the auditing commission or general inspection can be appealed against in the court of Cossack honor during three months since the day of its reception, and in case the appeal of a complainant are well grounded, they can be appealed against at Velyka Rada of the Ukrainian Registered Cossacks.

To consider a case Velyka Rada creates a special commission, which carries out investigation and makes the final decision, which is not to be appealed against.

3.14. The foundation for an immediate dismiss of a Cossack from the Ukrainian registered Cossack is a fair call to account for a crime and a corresponding decision of the court or concealing the fact.

4. STRUCTURE AND ORGANS OF CONTROL OF THE UKRAINIAN REGISTERED COSSACKS

4.1. The Ukrainian Registered Cossacks, as a social organization, is created with the account of modern administrative-territorial division of Ukraine, and also with the account of historic names of regiments, curens of Cossack Registered Forces and with the account of production-territorial principles. It consists of:

  • private Cossack associations;
  • district Cossack associations, which are created out of private Cossack associations;
  • city Cossack associations;
  • region Cossack associations, which are created from city, district Cossack associations;
  • regional, district and city women associations ( organizations), women association ( organization) of the Autonomous Republic of the Crimea, c. Kiev and Sevastopol;
  • the URC district Cossack organizations can also be created in districts of the cities like Kiev, city Sevastopol, in districts of the Autonomous Republic of the Crimea and cities of regional subordination.

Regional Cossack associations make up districts within Ukraine: Volyn district, Galitsia, Transcarpathian, Podolsko-Seversk, Priazovski, eastern Ukraine, Central, Blacksea (Chernomorski) districts.

Cossack associations of the Autonomous republic of the Crimea and those of city Kiev have the rights of regional Cossack associations.

4.2. All the private Cossack associations are registered and are accountable to city (district) Cossack associations, which, in their turn, are registered and are accountable to units. Regional Cossack associations are registered and are accountable to the General Headquarters of the Ukrainian Registered Cossacks.

4.3. In conformity with the historic realities a regiment-company (sotnia) structure, traditional for the Ukrainian Registered Cossacks, is being restored, which is also a military patriotic and economic structure of the Ukrainian Registered Cossacks.

Cossack associations of all the levels have the right to preserve historic Cossack names. Their reconstruction into illegal military formations is inadmissible.

4.4. For strategic performance of a task of the Ukrainian Registered Cossacks Statute Cossack associations of all the levels have the right to be legal entities, to have a stamp and symbols, which are approved in the General Headquarters of the Ukrainian registered Cossacks, an account in a bank, to solve home affairs independently, within the frames of, which are not in contradiction with the Statute of the Ukrainian registered Cossacks, provisions and other normative documents of the general headquarters of the Ukrainian Registered Cossacks.

Cossack organizations of the ASO URC of all the levels ( regional, city, district, district of the cities of Ukraine, AR of the Crimea, c. Kiev, c. Sevastopol, divisions and districts) are registered in law-enforcement organs only with the Statute of the ASO URC, approved by Velyka Rada and registered by Ministry of Justice of Ukraine.

Cossack organizations of the ASO URC, which are not legal entities, are allowed to develop their own statutes and regulations.

4.5. Leading organs of the Ukrainian Registered Cossacks are members of Velyka Rada of the Ukrainian Registered Cossacks and the URC General Starshina.

4.5.1. Velyka Rada of the Ukrainian Registered Cossacks is the highest leading body of the Ukrainian Registered Cossacks.

Velyka Rada of the Ukrainian Registered Cossacks consists of delegates, elected by Radas of regional Cossack associations, the number of which is approved by Rada of General Starshinas and is convoked once a year.

Time and place of holding Velyka Rada and its agenda is determined by Hetman (Head) of the Ukrainian Registered Cossacks.

Velyka Rada can be convoked by Hetman (Head) out of turn by request of no less than a half of regional associations or by decision of Rada of General Starshinas of the Ukrainian registered Cossacks.

Decisions of Velyka Rada are adopted by a simple majority of votes and are valid in case no less 2/3 of the delegates elected are present.

4.5.2. Velyka Rada of the Ukrainian registered Cossacks:

  • determines and approves the principles, strategy, tasks and directions of activity of the Ukrainian registered Cossacks;
  • approves the Statute of the Ukrainian registered Cossacks, makes changes and amendments or commissions General Starshinas Rada to do this;
  • approves samples of stamps, emblems, symbols of the Ukrainian Registered Cossacks;
  • approves provisions and regulations on financing and membership fees of the Ukrainian Registered Cossacks;
  • elects hetman ( Head) of the Ukrainian Registered Cossacks, Judge General ( head of the court of Cossack honor), Treasure General and Inspector General for 5 years. The elected swear Velyka Rada to meet their engagements religiously;
  • approves the staff of Rada of Stareishin of the Ukrainian Registered Cossacks;
  • listens to annual reports of the Ukrainian Registered Cossacks;
  • makes desicions for reorganization or liquidation of the Ukrainian Registered Cossacks.

4.5.3. General Starshinas Rada:

  • is the leading organ of the Ukrainian Registered Cossacks between Velyka Radas;
  • controls property and means of the Ukrainian Registered Cossacks;
  • prepares questions for crucial decisions of the Ukrainian Registered Cossacks;
  • solves current problems of supervising the work of the Ukrainian Registered Cossacks;
  • it is convoked no less than once every three months.

4.5.4. General Starshinas Rada of the Ukrainian Registered Cossacks consists of hetman ( Head) of the Ukrainian Registered Cossacks, Nakaznoi Hetman (Head) of the Ukrainian Registered Cossacks, Ataman-in-chief and General Starshinas, consisting of atamans of regional organizations and members of the General Headquarters. Cossacks of the reserve in force have the right of a deliberative vote in case no less than a half of regional atamans are present.

4.5.5. Members of the general Starshinas have the right to be in the staff of the Auditing Inspection of the Ukrainian Registered Cossacks.

4.5.6. Members of the General Starshinas can have personal kleinods, stamps, registered by the General Headquarters, and use them while discharging their obligations.

4.5.7. Workers of the General Headquarters can have their Boards ( Upravas) for organization and doing their work in corresponding directions.

4.5.8. Reserve in force is made up of Cossacks, who occupy leading positions and who are the reserve of Hetman ( Head) for fulfilling separate, special tasks of Hetman ( Head).They execute commissions of Hetman ( Head) and General Starshinas Rada.

4.5.9. Hetman (Head) of the Ukrainian Registered Cossacks, Nakaznoi Hetman, appointed by Hetman, and Ataman-in-chief together with the staff of the General Headquarters of the Ukrainian Registered Cossacks, organize carrying out orders and fulfill instructions of Velyka Rada and General Starshinas Rada.

4.5.10. Hetman (head) of the Ukrainian Registered Cossacks is the highest official and is endowed with the highest Cossack military and administrative power. He is elected only by Velyka Rada of the Ukrainian Registered Cossacks out of acting Cossacks not younger than 35, who have lived on the territory of Ukraine for at least 10 years. He is elected for 5 years.

Hetman (Head) who has been elected is presented a mace at Velyka Rada as a symbol of the highest power in the Ukrainian Registered Cossacks.

All the personnel of the Ukrainian Registered Cossacks is subordinated to Hetman (Head) of the Ukrainian Registered Cossacks.

Hetman (Head) of the Ukrainian Registered Cossacks can be a member of the Coordinating Council on problems of development of the Ukrainian Cossacks attached to the President of Ukraine.

4.5.11. Hetman (Head) of the Ukrainian Registered Cossacks:

  • represents interests of the Ukrainian Registered Cossacks on all the levels of power structures of Ukraine, in social organizations and international organizations, parties and movements without power of attorney;
  • appoints and discharges Nakaznoi Ataman, Ataman-in-chief, Chief of General Headquarters, Clerk General, Obozni General, Esaul general, Khorunzhi General, Bunchuzhni General, regional, city and district atamans, atamans of Cossack subunits of the AU of the Crimea, c. Kiev, c. Sevastopol of the Ukrainian Registered Cossacks, to remove them from their duties, to control the work of Starshinas of the General Headquarters of the Ukrainian Registered Cossacks;
  • put forward for consideration of Velyka Rada of the Ukrainian registered Cossacks candidatures for the post of Judge General, Inspector General and Treasurer General of the Ukrainian registered Cossacks out of full Cossacks;
  • grants power to regional, district, city ARC, c. Kiev, c .Sevastopol atamans and confirms this by an order; in case of necessity he withdraws them from the power;
  • together with the Chief of the General Headquarters signs decrees of velyka Rada and General Styarshinas Rada of the Ukrainian Registered Cossacks;
  • he signs financial documents, business papers, determines a circle of people who have the right to sign bank, financial and other documents;
  • he gives universals, orders and decrees, which are obligatory for all the members of the Ukrainian Registered Cossacks for fulfilling their statute duties and decisions of Velyka Rada;
  • he approves the Provisions on General Starshinas, court of Cossack honor, Rada of honored Cossacks of the Ukrainian Registered Cossacks, on the bunchuk military society, on Auditing Inspection and other provisions and normative documents, which regulate inner life of the Ukrainian Registered Cossacks;
  • by recommendation of the URC General Starshinas members he awards orders and signs of distinguish of the Ukrainian Registered Cossacks, solicits the President of Ukraine for rewarding Cossacks state signs of honor.

4.5.12. Hetman (head) has the following obligations:

  • to report at Velyka Rada on the activity of the Ukrainian Registered Cossacks, to present information on work of General headquarters and other structures which are directly subordinated to him;
  • to organize and hold sittings of General Starshinas Rada;
  • to organize activities of the Ukrainian Registered Cossacks in conformity with the current legislation of Ukraine, Statute of the Ukrainian Registered Cossacks, Cossack traditions and customs;

4.5.13. Nakaznoi Hetman of the Ukrainian registered Cossacks is appointed by Hetman (Head) and fulfills the duties of first hetman (Head) of the Ukrainian Registered Cossacks Deputy. The range of rights and obligations of Nakaznoi Hetman is determined by a sepatare regulation;

4.5.14. Ataman-in-chief of the Ukrainian Registered Cossacks is appointed by Hetman (head) out of full Cossacks and discharges the obligations of Hetman (head) or Nakaznoi Hetman in case of their absence. The range of duties of Ataman-in-chief is determined by Provisions on General Headquarters. The Ataman-in-chief, who has been appointed, is presented a pernach by Hetman (head) of the Ukrainian Registered Cossacks, as a symbol of power. Ataman-in-chief is accountable for his work to Hetman (Head), on the instructions of Hetman (head) he is accountable to Velyka Rada for financial and economic activity of the general headquarters and all its services.

4.5.15. Hetman (Head) appoints temporarily Nakaznoi atamans of the Ukrainian Registered Cossacks to do some special work and grants them corresponding power and distinctions.

4.5.16. General headquarters of the Ukrainian Registered Cossacks is the highest Cossacks organizational coordinating body and a methods center, which is located in Kiev. The officials of the headquarters, which is made up of General Starshina, have organizational and executive functions in conformity with the provisions on General headquarters, which is approved by hetman (head) of the Ukrainian registered Cossacks.

4.5.17 Court of Cossack honor of the Ukrainian registered Cossacks is a association and court organ. Its power, staff and obligations are determined by a provision, which is approved by Hetman (Head) of the Ukrainian Registered Cossacks. Judge General; of the Ukrainian Registered Cossacks is elected by Velyka Rada of the Ukrainian registered Cossacks by recommendation of Hetman (head) out of full Cossacks for the term of 5 years. He is hetman (head) Advisor on problems of law. It acts on the basis of a separate provision, approved by Hetman (head) of the Ukrainian Registered Cossacks.

4.5.18. General Auditing Inspection of the Ukrainian Registered Cossacks is a controlling body of the Cossacks. Inspector General is elected by Velyka Rada of the Ukrainian registered Cossacks according to recommendation of Hetman (Head) out of full Cossacks for the term of 5 years. He is Hetman’s (Head’s) Advisor. He acts on the basis of a separate provisions, approved by Hetman (Head) of the Ukrainian Registered Cossacks. Inspector General puts forwards candidatures of inspectors, three in number, for consideration of Velyka Rada.

General Auditing Inspection:

  • executes control of incomes and expenses of financial means, materials, keeps record of papers of the General Headquarters of the Ukrainian Registered Cossacks;
  • renders methods assistance to auditing inspections of other URC organizations, analyses their practical activity;
  • accounts to Velyka Rada of the Ukrainian Registered Cossacks.

4.5.19. Rada of Stareishin is the highest moral authority in the Ukrainian registered Cossacks.

4.5.20. Treasury Service of the Ukrainian registered Cossacks is a financial economic body of the Ukrainian registered Cossacks, which acts on the basis of a separate provision, approved by Hetman (Head) of the Ukrainian Registered Cossacks. Treasurer General of the Ukrainian Registered Cossacks is elected by Velyka Rada of the Ukrainian Registered Cossacks according to a recommendation of Hetman (Head) out of full Cossacks for the term of 5 years. Treasurer General together with Ataman-in-chief of the Ukrainian Registered Cossacks organizes and coordinates financial and economic activity of the Ukrainian Registered Cossacks; he is accountable to hetman (Head) of the Ukrainian registered Cossacks and to Velyka Rada of the Ukrainian Registered Cossacks for his work. He gives an atamans and a starshina the order on terms of elections.

Hetman appoints nakaznois ( deputies) by his order , which is added to decrees of Velyka Rada: Inspector General, Judge General and Treasurer General.

4.6. Commander of Cossack district, ataman of a separate Cossack district, ataman (Head) of a regional, city, district Cossack association, Ataman-in chief of the AU of the Crimea, Ataman (Head) of c. Kiev, c. Sevastopol are appointed to their ranks and are dismissed from their duties by order of Hetman (Head) of the Ukrainian Registered Cossacks.

4.7. District Cossack association.

4.7.1. The URC has 8 military structures in conformity with item 4.1. of the Statute.

4.7.2. The URC military forces act according to the regulation, approved by the URC Hetman (Head).

4.8. Regional Registered Cossack association.

Leading bodies of a regional association consist of Velyka Rada of a regional association, regional Rada of Starshina and of regional headquarters.

4.8.1. The highest body of self-government of a regional Cossack association is Velyka Regional Rada, which consists of delegates from all the Cossack associations of a region, which is convoked not less than once every 2,5 years. Rada of a regional Starshna determines place, time and representation of Cossack associations.

4.8.2. A regional Rada is valid if not less than 2/3 of the delegates elected are present. Decisions are taken by a simple majority of votes.

4.8.3. A regional Rada can be convoked out of turn by request of not lees than a half of district associations, which make up a regional organization, by request of one of the leading bodies of a regional association, and also in accordance with an instruction of a higher leading body of the Ukrainian Registered Cossacks.

4.8.4. Regional Rada:

  • listens to reports of a regional ataman (Head of a regional organization), starshina of an association and Auditing inspection of a regional Cossack association, a regional headquarters;
  • it elects a regional judge (Head of the Court of Honor), it appoints an Auditing inspector of a regional association, whose candidatures are handed in to the URC Hetman (Head) for approval. In case a candidature is rejected the Rada elects this person again;
  • it approves Rada of Stareishina;
  • it approves an annual budget of a regional association, samples of stamps, symbols ( after making agreement with the General Headquarters of the Ukrainian Registered Cossacks);
  • gives orders to atamans and starshinas on the term of their office.

4.8.5. At the period between regional Radas Rada of Atamans controls the activity of regional associations. This Rada assembles not less than two times a year.

RADA OF ATAMANS:

  • consists of a regional ataman (Head of a regional association), atamans of city and district Cossack associations, members of a regional starshina;
  • It is convoked by decision of a regional ataman (head of a regional association) and a regional starshina according to the plan or by request of one of district associations;
  • It makes decision on convocation of a regional Rada;
  • It can express distrust to a regional starshinas, appointed by a regional ataman (Head of a regional association).

4.8.6. Regional ataman (Head of a regional association), together with a regional starshina, who is included into the staff of a regional headquarters, organizes carrying out orders and decrees of a regional Rada and Rada of atamans.

4.8.7. Regional ataman (head of a regional association) is the highest official in a regional Cossack association. He is appointed by order of Hetman (Head) of the Ukrainian Registered Cossacks. Hetman delivers him a pernach (knife) as a symbol of power.

Regional ataman ( Head of a regional association) of a regionbal association:

  • Control the activity of a regional Cossack association and a regional headquarters, appoints and removes nakaznoi regional starshina from fulfilling his duties;
  • Can be included into the staff of Coordination Rada on problems of development of the Ukrainian Registered Cossacks attached to a head of a regional state power administration;
  • He is accountable to a regional Rada, he also is to give information on work of a regional headquarters to Rada of a regional starshina, he is accountable to the General Headquarters of the Ukrainian Registered Cossacks;
  • He signs finance documents, controls work of a regional starshina;
  • In case of argument he is to submit his action to approval of a regional ataman of a corresponding region and to the General Headquarters of the Ukrainian Registered Cossacks;

4.8.8. Regional headquarters:

  • Is an executive body of a regional Cossack association;
  • Controls a regional Cossack association and protects its legal interests;
  • It coordinates work of city (district) Cossack associations, which make part of a regional association;
  • Makes decisions on current problems;
  • Coordinates with the General Headquarters of the Ukrainian Registered Cossacks;
  • Puts forward a project of city budget and a program of undertakings and overall activity of a regional association for consideration of a regional Rada and Rada of regional starshina;
  • Keeps record of a regional Cossack association, record of Cossack associations and organizations of a regional association;
  • Makes the staff of workers within the framework of financial means which are allocated;
  • Distributes insurance fund and salary fund.

A regional headquarters is accountable to a regional Rada of atamans, Velyka Rada of a regional association and to a regional ataman, to the General headquarters of the Ukrainian Registered Cossacks.

4.8.9. Rada of stareishina of a regional Cossack association is the highest moral authority in a regional association. Its staff, rights and obligations are regulated by a provision, which is approved by a regional ataman (Head of a regional association).

4.8.10. Court of Cossack Honor of a regional association consists of an elected regional judge and his assistants. It performs its activity in conformity with the provision on Court of Cossack Honor of the Ukrainian Registered Cossacks.

4.8.11. Auditing Inspection of a regional association is elected in number of 3-5 persons for the term of one year. Regional stareishina has no right to be a member of an Auditing Inspection.

Auditing inspection:

  • Controls work of a regional headquarters and (in case of necessity) it control work of city (district) Cossack associations;
  • It is accountable to a regional Rada.

4.8.12. By decision of the General Headquarters of the Ukrainian registered Cossacks, taking into account historic realities, it is allowed to create inter-district associations ( regiments and seches), which are subordinated to a regional ataman and have their own starshinas.

4.9. A city (district) Cossack association consists of private Cossack associations.

4.9.1. Leading bodies of city (district) associations are created from a city (district) Rada, a Rada of city (district) starshinas and a city (district) headquarters.

4.9.2. The highest body of self-government of a city ( district) association is a city (district) Rada, consisting of delegates from all private Cossack associations. Rada is convoked once a year. Rada of district starshina or a regional ataman determine representation of private Cossack organizations, time and place of holding Rada and its agenda. A city ( district) Rada is plenipotentiary if 2/3 of the elected delegates are p-resent; decisions are made3 by a simple majority of votes.

4.9.3. A city (district) Rada can be convoked out of turn on requirement of 1/3 of organizations of private Cossack associations, Hetman (Head) of the Ukrainian Registered Cossacks, a military or a regional ataman, a city (district0 ataman and Rada of a city (district) starshinas.

4.9.4. City (district) Rada:

  • Elects a city (district) starshina – a judge, a pisar ( clerk), a yesaul, a khorunzhi, a bunchuzhni and other starshinas, an Auditing Inspection for the term of one year and hands them in for the URC Hetman’s (Head) approval.
  • It elects Rada of stareishinas, which consists of the most experienced Cossacks with perfect authority among an association;
  • Puts forwards candidatures of private Cossack associations’ atamans for the URC Hetman’s (Head’s) approval;
  • Determines and approves tasks and directions of activity of a district Cossack association.

4.9.5. A City (district) ataman is appointed by order of Hetman (Head) out of full Cossacks, who have shown themselves wise organizers or who work well on the post of a city (district) starshina.

Ataman (Head of an association), appointed by order of Hetman of the Ukrainian registered Cossacks, is delivered a trostina (stick) as a symbol of power.

4.9.6. A city (district) starshina is elected out of full Cossack members.

4.9.7. A city (district) headquarters is an executive body of a city (district) Cossack association. The headquarters:

  • control all the activity of a district association;
  • coordinate work of private associations;
  • cooperate with a regional headquarters;
  • put forward an annual budget draft and a program of undertakings and activity of a city (district) association for consideration of a city (district) Rada and Rada of city (district) starshina;
  • keep register of a city (district) association and register of private associations;
  • accounts to a city (district) Rada and a city (district) starshina.

4.9.8. Private Cossack Associations:

  • are created at the local level: place of work, study and residence of Cossacks;
  • elect at their Tadas an ataman and a pisar( ataman’s deputy) to run the work of an association for the term of one year;
  • keep personal record of their members, receive membership fees;
  • keep record of finances, account to local financial organs and city (district) headquarters;
  • cooperate with city (district) headquarters;
  • are accountable to leading bodies of city (district) associations;
  • determine tasks and directions of their activity;
  • at their Radas they consider atamans’ decisions on the most important and disputable problems concerning economy and finances;
  • confirm estimate.

4.9.8.1. Ataman (Head of an organization), who runs private Cossack associations, is a member of a city (district) starsina.

5. FINANCES AND PROPERTY OF THE UKRAINIAN REGISTERED COSSACKS

5.1. The Ukrainian Registered Cossacks execute their financial activity in the order, which is defined by the legislation of Ukraine.

5.2. Financial means of the Ukrainian Registered Cossacks are created with:

  • entrance fee;
  • deductions from incomes from self-supporting economies and organizations of the Ukrainian Registered Cossacks;
  • voluntary contributions of the Ukrainian Registered Cossack members, donations of citizens of Ukraine and citizens of other countries, wills and fees of private people, institutions and enterprises.

5.3. Finances of the Ukrainian registered Cossacks are used for carrying out tasks, determined by the Statute, for various undertakings, envisaged by the URC plans, for meeting organizational and economic needs, for sustaining the personnel. They are allocated for trips, clothes, organic technique, advertisement; the needy, students of schools and universities, military servicemen are granted financial support; at the expense of the finances charitable activity is carried out.

5.4. Property of the Ukrainian Registered Cossacks consists of buildings, constructions, the basic means of production, enterprises, transportation means , means of communication, residential fund, cultural and historic values etc.

5.5. The right of executive control of means and property of the Ukrainian Registered Cossacks to carry out the tasks, determined by the Statute and decisions of Velyka Rada belongs to Hetman ( Head) of the Ukrainian Registered Cossacks. Regional ( city, district, private0 atamans execute control of means and property of their associations in accordance with decisions of Radas of their associations.

5.6. Responsibility for keeping record of the means is laid upon:

  • a treasurer, who accounts for keeping record, storage and timely registration of financial documents and for financial control of expenses of the means in associations ( organizations) of the Ukrainian Registered Cossacks. In the General Headquarters it is a chief accountant;
  • a second-in-command of rear services of any level is accountable for keeping record, technical condition, conditions and quality of storage, maintenance and support of technical means, buildings and property of associations (organizations) in the General Headquarters of the Ukrainian Registered Cossacks.

Direct control and general control is executed by atamans, who also bear general responsibility; in General Headquarters it is Ataman-in-chief of the Ukrainian registered Cossacks, Treasure General, Pisar General, Khorunzhi General, Bunchuzhni General and other atamans deputies who receive the financial and material means of the Ukrainian registered Cossacks at their disposal for fulfilling their duties. Together with the chief accountant they are responsible for using the means in conformity with the requirements of the current legislation of Ukraine.

5.7. The Ukrainian Registered Cossacks, institutions and organizations created by them, are obliged to keep effective financial record, to provide statistical reports, to get registered in the bodies of state tax administration and to invest obligatory fees into the budget in the order and amounts, which are determined by the current legislation.

6. LEGAL STATUS OF THE UKRAINIAN REGISTERED COSSACKS

6.1. Districts, divisions, regiments of regions, districts and cities, of c. Kiev, c.Sevastopol, AR of the Crimea, district organizations of cities of Ukraine, Cossack organizations, women associations (organizations) of the URC can have accounts in banks and other institutions, a stamp and a seal with names of their institutions, attributes, corresponding their customs and traditions, symbols. Symbols are registered in the order, provided by the current legislation.

6.2. The Ukrainian registered Cossacks can be both a plaintiff and a defendant in the court bodies.

6.3. The Ukrainian registered Cossacks do not bear any responsibility for financial means and property of regional, district, city, c.Kiev, c.Sevastopol, AR of the Crimea private Cossack organizations. Similarly, the latter are not responsible financial means and property of the General headquarters of the Ukrainian Registered Cossacks.

6.4. Velyka Rada of the Ukrainian Registered Cossacks, General Starshinas Rada have the right to make changes and add to the Statute of the Ukrainian Registered Cossacks with their following approval by Velyka Rada of the Ukrainian Registered Cossacks or without the one, but according to a special commission of Velyka Rada of the Ukrainian Registered Cossacks.

6.5. The Ukrainian Registered Cossacks is to inform the Ministry of Justice of Ukraine about any changes, made in statute documents.

6.6. The Ukrainian Registered Cossacks ( districts, divisions, regiments, regional, city, c.Kiev, c.Sevastopol, AR of the Crimea, district, city organizations, subordinated to regional and districts, private Cossack organizations) are guided in their activity by the Statute of the ASO URC and can be registered in law-enforcement bodies only with this Statute.

7. TERMINATION OF ACTIVITY OF THE UKRAINIAN REGISTERED COSSACKS

7.1. Termination of activity of the Ukrainian registered Cossacks takes place by its reorganization or liquidation.

7.2. Reorganization of the Ukrainian Registered Cossacks takes place according to decision of Velyka Rada of the Ukrainian Registered Cossacks, in case it has been voted for by not less than 2/3 of its delegates.

7.3. After holding the first Velyka Rada of the ASO URC all the rights of the founders of the ASO URC and funders of regional, district, city, c. Kiev, c.Sevastopol, Autonomous Republic of the Crimea, districts, divisions and regiments pass to the General Headquarters of the ASO URC. No structure Cossack organization of the ASO URC (regional, city, district, c.Kiev, c.Sevastopol, AR of the Crimea, district organization of cities of Ukraine, district, division or regiment) can be registered, reorganized or liquidated without decision of the ASO URC General Headquarters.

7.4. Liquidation of the Ukrainian Registered Cossacks can be done only by decision of Velyka Rada, in case the decision has been voted for by not less than 2/3 of its members.

7.5. Liquidation of the Ukrainian Registered Cossacks takes place in the orders, established by a liquidation commission, appointed by Velyka Rada of the Ukrainian Registered Cossacks.

7.6. In case of termination of activity of the Ukrainian Registered Cossacks, their property and finances can not be redistributed among their members, but they are to be directed for carrying out the statute duties or for charitable actions. In cases, provided by legislation documents, by decision of the court, these means are invested into the state budget.


The Statute of the Ukrainian Registered Cossacks has been compiled on the basis of the principal goal and motto of the Registered Cossacks:

  • the main aim of activity of the Ukrainian Registered Cossacks is assisting development of Ukraine as a sovereign, independent and autarkic democratic and ruled-by-law state with the Cossack model of democracy, which harmonically combines freedom and liberties with discipline4 and order in a state;
  • the motto of the URC “Towards a powerful state and prosperity of the people of Ukraine through spirituality and patriotism of every individual.”
