The Edmund S. Muskie Graduate Fellowship Program, a program of the Bureau of Educational and Cultural Affairs of the United States Department of State, provides opportunities for Master's level study in the United States to citizens from Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Russia, Ukraine, and Uzbekistan. Citizens from Russia and Ukraine are eligible only for the following fields: - Business Administration
- Economics
- Law
- Public Administration
- Public Policy
Master's applicants may indicate a preference for one- or two-year programs in the above fields. The selection committee, the United States Department of State, and IREX will make the final decision as to length and type of program. Please note that most degree programs are 2-year programs, with the exception of law programs. Pending adequate funding, approximately 141 master's-level fellowships will be awarded throughout Eurasia. Fellows may not choose their own host institution. Under the terms of this grant and the laws governing the J-1 visa required for participation in the Muskie Program, fellows must return to their home country immediately upon completion of the program for a period of at least two years. Fellows are not eligible for visa extensions or transfers (for example J1 to F1) under any circumstances.
