The Program was launched in 1993. As a result of the previous Mass Media Program, independent media trade unions have been established. A mechanism of cooperation between the public at large and the appropriate Parliamentary committee, The Public Council on Freedom of Speech and Information, has been established. This process serves as a model of support for the National Commission for the Establishment of Freedom of Speech and Development of the Information Sector.
During each election campaign, activities conducted under the Program focused on the dissemination of consistent and impartial information to assist citizens in making an informed choice. In 2005-2007, considerable efforts were made within the framework of the Program to create a favorable media environment for elections.
The purpose of the Program is to promote freedom of speech and information as one of the basic components of an open democratic society; to support the formation of a pluralistic media environment through the development of independent and professional mass media in Ukraine; and to ensure balanced coverage of the issues important for society.
Program Priorities:
· Reform of state and communal media
· Monitoring of implementation and support of the development of media legislation
· Promotion of professional growth and increased social responsibility of journalists
· Public monitoring and advocacy of Ukraine’s transition to digital broadcasting
· Promotion of journalistic investigations to increase transparency of Ukrainian authorities
Program implementation principles:
The program conducts its activities by holding competitions, tenders, supporting extra-competitive initiatives and implementing operational projects on the basis of close cooperation with NGOs operating in the news and mass media areas, mass media, directly with journalists, as well as state authorities and local self-government bodies.
Program Target Groups:
· professional associations of journalists and mass media;
· NGOs dealing with media issues;
· think tanks; and
· human rights NGOs.
