Ukrainian solidarity with first national summer camp on human rights for law students from Belarus
From 4 th to 13 th of August in Vorzel, near Kyiv took place the First national camp on human rights for law students from Belarus.
This camp was sabotaged in the middle of July (near Minsk) because of camp closure by the medical department http://www.iaps-ci.org/ru/news/7/ . That is why camp work was urgently transported to Ukraine.
Symbolically, summer camp "Human Rights and Freedoms. Actions to protect public interests." started exactly in the same days, when 30 years ago in Helsinki was signed Closing act of Summit of Security and Cooperation in Europe. In the closing part of this document, governments recognized their responsibility for the freedom of expression and human rights.
During that week students of law faculties from Belarusian universities studied theory and practice of human rights protection. They learned basics of human rights concept, catalog of human rights, boarders of rights, mechanisms of international protection – UN system, European system, European Union, OSCE. Program also contained deep presentation of fundamental rights standards – right for fear justice, right for personal freedom and personal immunity, freedom from torture, freedom of associations, and freedom of expression.
Particular part of camp program was student preparation to the practical actions to implement international standards of human rights protection. Topic of practical part was study of civilian access to legal assistance. Issues of such access are very important and are contained in the standard of fear justice, which is why organizers – Foundation for Legal Technologies (Belarus) and public organization "For the Professional Assistance" – made a stress on those practical classes. Practical class took place in small town Vorzel. Students conducted a inquiry among the local citizens and visitors of the resort area. Issues risen during the inquiry — whether people know about free of charge legal assistance in Ukraine. The results were not optimistic, very little people know about free legal assistance, less know how to get it or used it themselves. Public organizations have a lot of work to be done ahead of them.
To hold classes were invited attorneys, lawyers, psychologists, — Ukrainian and Belarusian graduates from Advanced International course on Human Rights of Helsinki Foundation for Human Rights Protection in Warsaw. All of them have practical experience of human rights protection, monitoring techniques of human rights implementation, training on standards of human rights protection.
Two Ukrainian organizations were partner organizations; they are members of International Alliance of public initiatives (IAPS) – public organization "For the Professional Assistance" and "Youth Alternative" (M’ART, Chernigov).
It was possible to conduct the project in Ukraine, thanks to express assistance on the side of International Renaissance Foundation (IRF) and Open Society Institute (OSI, Paris). In Belarus, the project was supported by ABA/CEELI, CAP International, PAS.
The same time, the President of Belarus A. Lukashenko issued a decree, which forbid Belarusian organizations and private persons receive and use international technical assistance. Student exchange falls under this decree as well.
The organizers of the human rights camp have reasons to anticipate repressions towards participants (students) and urge international organizations to monitor current situation.
