Secretariat of the President of Ukraine
President of Ukraine Victor Yushchenko ordered the abdition of the Presidential Administration and established the Secretariat of the President of Ukraine in accordance with Clause 28 of Article 106 of the Constitution of Ukraine. The Secretariat of the President of Ukraine is an administrative unit set up by the President for maintaining his duties. The Secretariat Head, who is appointed and dismissed by the Ukrainian President, manages the Secretariat. The main task of the Secretariat is to provide administrative, legal, advisory, information, analytical and other assistance to Ukraine’s President. The Secretariat can engage scientists, experts (on a fee or contract basis too) and representatives of central and local government bodies in carrying out certain tasks. The Secretariat is empowered by the President to commission officials from all ranks to eliminate revealed defects and drawbacks and to inform law enforcement bodies about the instances of infringing on the Constitution and the laws of Ukraine, and decrees and orders by the President of Ukraine. The Secretariat is entitled to request and receive information from government and local self-governing bodies, state enterprises, institutions, organizations and officials. The Secretariat coordinates communication and official statements between the Ukrainian President and the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, the Constitutional Court of Ukraine, law-enforcement agencies, government and local self-governing bodies, enterprises, institutions and organizations. The Secretariat consists of: Ukrainian first Deputy Head, Deputy Head, the President’s spokesperson, experts and advisors to the President of Ukraine, the representative of Ukraine’s President in the Verkhovna Rada, the representative of Ukraine’s President in the Cabinet of Ministers of Ukraine, the representative of Ukraine’s President in the Constitutional Court of Ukraine and other representatives of the President of Ukraine; chief services, other services and departments. The Secretariat is a legal entity and has a seal bearing Ukraine’s National Emblem and its name. Print version |
