To a great extent, the lists of voters were not up-to-date, the set-up for voting within polling stations inadequate, and the capacity of ballot boxes insufficient for the number of ballots cast. Low qualifications of polling station officials at the local level delayed the addressing of complaints by observers within a reasonable time-frame. "I'm not sure the state needs a third." 27 June 2007 , CNN, United States of America Meeting of CEC disrupted as four members from opposition walk out The first meeting of the new Central Election Commission was disrupted on Friday, as four members of the CEC on the quota of the opposition, including Zhanna-Usenko Chorna, Anatoliy Pisarenko, Ihor Zhydenko, and Yulia Shvets, walked out of the meeting. The meeting addressed the distribution of Ukrainian regions among members of the Central Election Commission. 26 June 2007 , Interfax-Ukraine, Ukraine Referendum scheduled for July 7 A referendum on changes to two national security laws will take place July 7 in Latvia and at polling stations abroad. The announcement came after the commission certified that more than 214,900 citizens signed petitions demanding the referendum.
