On October 23, 2002, the Constitutional Court of Ukraine ruled on the constitutionality
of certain aspects of the Law of Ukraine on Election of Deputies of Local Councils
and Village, Town and City Heads . The case
stemmed from a request for constitutional ruling filed by the Parliament Human
Rights Ombudsman. |

At the insistence of opposition factions, Parliament last week again took up the issue of a proportional parliamentary election system. Debates took place on October 14 and voting on October 16. None of the three bills tabled mustered the 226 votes required for adoption. |
