He later went on to teach Law Enforcement at Hardin Simmons University in Abilene. In 1970's and 1980's, he was the Director of Security for Furr’s Inc. Former Chief Cariker had a total of thirty-four (34) years in law enforcement 8 th Chief of Police Chief Jack Tomlin 1969-1981 Jack Tomlin, a 21 year Police Department veteran, is named the 8 th City of Odessa Chief of Police and served from 1969- 1981. Chief Tomlin promoted W.F. "Bill" Musser and Jack Hardin to the rank of Captain. Bill Musser later on became a U.S. Deputy Marshall. Additionally, Chief Tomlin promoted Sergeant Tommy Callendar to Assistant Police Chief. Traffic Lt.
