Congress representatives took part 16 youth public organizations of Georgia, Ukraine, Azerbaijan and Moldova, leaders of type ministries of countries, other high-level officials. Congress ratify Regulation of organization, chosen leading organs and formed national representative offices, and also defined headquarters of organization in Kiev . The chairman of Central Advice of Union was select the representative of the “Ukrainian youth forum”, member of the “Youth union Our Ukraine” Victor Belov . First vice-chairman “Youth Union Our Ukraine” Alex Gritsenko entered in the complement of Central Advice of Union. The participants of Congress accepted Address to the chapters of the states and parliaments of countries of GUAM, international organizations in relation to adjusting of collaboration for the sake of national safety, to development of countries GUAM on the whole and to the young people in particular.
