Modules of the project are organized concerning one or another issues of designing legislative and normative bases. The issues are approved by the Steering Committee of the project. On approving the issues taking into account the requests of all the interested parties a working plan of implementing the project is created. Working on the modules is comprised of: The Steering Committee's viewing the proposals made by the interested parties concerning selection of the project modules and their approval Designing a detailed analytical paper on the normative and legislative bases implementation in the spheres defined by the theme of module, and defining the issues to be addressed in the framework of the project taking into account the resources available Forming a module Working group from the representatives of institutions and organizations participating in the project and independent experts (about 15 persons) Holding a seminar in the Verkhovna Rada of Ukraine attended by all the project participants to scrutinize the issues of module carried out in Ukraine and define the tasks for the Working group The Working group's visit to Canada to study its experience concerning issues of module (their stay lasts about 2 weeks) Ukrainian experts' elaborating recommendations on the state policy directions, legislative and normative draft acts Holding a concluding seminar in the Verkhovna Rada of Ukraine to discuss the documents and recommendations elaborated Submitting draft laws and other normative acts concerning the issue of a module to the legislative initiative subjects Modules and results of the Project Module 1 "Legislative Basis for Developing National Culture and Mass Media" (September 2000 - March 2002) The Law of Ukraine On Changing and Amending the Law of Ukraine On the Legislation Basis on Culture was approved by the Verkhovna Rada of Ukraine and signed by the President of Ukraine; the draft Law of Ukraine On Non-Entrepreneurial Organizations was elaborated taking into account the proposals of the population; changes and amendments to the tax legislation were elaborated concerning tax treatment to non-governmental organizations in the sphere of culture. A draft Concept of the Informational Code of Ukraine was developed and approved by the profile committee of the Verkhovna Rada of Ukraine on Mass Media and information policy; the Informational Code of Ukraine was drafted. >>>> Module 2 "Banks and Banking. Legislative Basis for Developing Credit Relations in Ukraine" (November 2000 - February 2003) Changes and amendments to the draft Civil Code and laws On Banks and Banking, On Mortgage, on Value Added Tax, On Liabilities and Fund Market, On Executive Implementation, On State Duty, On the Procedure of Liquidation of Debts of Tax Payers to the Budget and State Funds-in-trust were elaborated. >>>> Module 3 "Institutional, Budgetary and Investment Mechanisms of Ensuring Development of Local Territorial Communities in Ukraine". (July 2001 - is being implemented) The draft Law On Administrative-Territorial System and amendments to the Budgetary Code were elaborated; changes and amendments to the draft Law On Municipal Property were developed. >>>> Module 4 "Normative and Legislative Ensuring of the State Registration of Rights on Real Estate Property in Ukraine. (January 2002 - February 2003) Draft concept of the draft law on registering real estate property and rights on it as an entity in the single registry was developed and submitted to the Verkhovna Rada of Ukraine. Recommendations of the project were laid down in the draft Law of Ukraine On State Registration of Rights on Real Estate Property and Their Limitation (passed the 1 reading in the Verkhovna Rada of Ukraine). >>>> Module 5 "Legislative Ensuring of Public Health Care in Ukraine". (July 2002 - is being implemented) Draft laws On Protection of Patients' Rights and On Protecting Health of Population from Tobacco Smoking were registered in the Verkhovna Rada of Ukraine. Draft normative and legislative acts of Ukraine, which seek to improve health of Ukrainian population and prolong life duration, namely in the spheres of combatting drug addiction and tobacco smoking and of quality and safety of food, are still processed. >>>> Module 6 "Legislative Ensuring of Citizens' Participation in Decision-making of the Government Bodies". (February 2003 - is being implemented) Establishing seminar was held in the Verkhovna Rada of Ukraine and Ukrainian experts studied Canadian experience.
