The single-level solitary system of the state pension provision could carry out the functions only in planned economy. In market economy, which characteristic feature is freedom of business and labor activity of citizens, the obligatory state pension provision should be supplemented with non state pension provision. The majority of the countries which have followed the road of market economy solved a problem of pension provision of citizens by creation of accumulative schemes when the worker saves money by himself for future pension. Non-state accumulative pension funds have received development in many countries, their task is to keep and increase the means of participants providing them with necessary pension payments. Therefore one of the aspects of pension reform which is realized in Ukraine is the construction of effective system of non-state pension provision. It's one of the main directions of essential increase in social level of the population in the near future.
