At the sources of the creation of enterprise the representatives of the intellectual elite of the cities, which represented the A.S.Popov's Odessa electrotechnical institute of communication on a speciality the engineer of telecommunication - scientific workers, scientists, stood. Both enterprises mutually-supplement each other. Result of business tandem – increasing of the speed of the transmission of data on the network the Internet. In parallel the company «DCS» Odessa's first creates and injects the new technology ISDN. It made it possible to ensure with audio and video conference between the subscribers, granted the possibility of simultaneous access to different networks: Internet, to urban telephone networks and to networks ISDN. High speed of transmission and reliability is the main advantage of this network. Powerful competition on the market for the telecommunication services of Odessa dictates new requirements. But it means that capital investments are necessary. As a result «DCS» it concludes new contracts, comes out as the business partner of important European companies - leader on the telecommunication market. Among them - the telecommunication company "SIEMENS", which supplies digital equipment for the new communication projects. Because of the equipment of this concern were realized telephone network «DCS», network the ATM, which made it possible to pass to the qualitatively new speed of transmission of data. Therefore the service of maintenance was enlarged.
