It opened series from ten cartoons with the working name „Children's advocate”. Cartoon, by plan of authors, must become one of steps on a way to to the decision of problem of shortage of educational information, in particular, in relation to defence of rights for children. Deputy of Ukraine minister in matters of family, young people and sport Tat'yana Kondratyuk congratulated appearance of such public initiative which lies in the field of education of children in relation to their own rights. Especially, according to her, important, that this initiative appeared in Year of defence of rights of children. „ We must care not only of defence of rights of children, that, indisputably, is one of foreground work of the state, but also aim to carry to the children by a clear language and accessible appearances basic concepts of child's legal defence. This activity must become a base in the process of bringing in actually of children to making of public policy in this sphere” - Tat'yana Kondratyuk underlined. Film „What are the rules” created by the Legal clinic of the Kiev city municipal college of advocates within the framework of project „Children's advocate” at sponsorship of project of the American bar association „Legal initiative is in Central Europe and Eurasia” (ABA/CEELI).
