This year’s activities have been marked by a proactive agenda of advocacy-related issues. The staff collectively learned a very strict lesson on HIV/AIDS that brought us out of the ethereal dimensions of policy development and analysis and brought us literally crashing to Earth.

The Institute participated in two Ministry of Health Working Groups dealing with the development of the National Program for HIV/AIDS: 2004-2008. Staff sat on the prevention and education groups. One sought to move the national agenda forward by specifically suggesting use of rapid diagnostic tests for HIV (20 minute), defining the role of social workers and their credentialing to provide psycho-social care to People Living With HIV/AIDS (PLWHA) and the development and expansion of substitution therapy services to PLWHA, who are Intravenous Drug Users. We tried to lobby the Government to allow non-state institutions to provide these services believing that properly trained and credentialed NGO-managed treatment facilities would be fully capable of providing these services- and should a welcome addition in this field.
