Media Campaign > Terms of Reference for the Media Advisory Group

Background
- The EC-US HIV/AIDS Prevention and Awareness Programme for Ukraine is being implemented by the British Council and the International HIV/AIDS Alliance. The Alliance is under contract to USAID to develop NGO capacity in preventing the spread of HIV and to develop and maintain an Information and Resource Centre. The British Council is under contract to the EC to develop HIV prevention strategies and programmes for youth in 6 demonstration oblasts (Lviv, Kharkiv; Donetsk; Kherson; Crimea and Sevastopol working together) and is also developing and implementing a National media strategy.
- The British Council recognises the need for collaboration with key information and media organisations in order to develop and implement the programme. The Advisory Group will use its influence to generate wide support for the programme and stimulate interest in the work of this programme and also for all related media work from other agencies such as MSF.
- The EC programme is due to end in July 2003.
Roles and Responsibilities
- Meetings will be held about every 3 months to provide advice on strategic issues in the work of mass media.
- The group will advise on :
- the overall informational strategy of the programme;
- the planning of media activities;
- the training and support of media professionals;
- collaboration between the components of the programme and mass media;
- identifying and managing actual and potentially sensitive issues including obstacles and resistance at both national and local levels;
- identifying additional sources of information and expertise for mass media and organisers of mass youth campaign to draw on.
Resources Provided to Assist the Work of the Advisory Committee
- The British Council will carry out all the administration and logistics of organising and hosting the first (orientation) meeting. We should discuss where future meetings should be held.
- The British Council will provide a brief progress report on the programme for each meeting, with an emphasis on media activities and key information issues. In addition, collaborating organisations will be encouraged to provide similar information.

- The languages of meetings are Ukrainian, Russian and English with interpretation provided when necessary.
