US Ambassador to Ukraine Carlos Pascual Talks to Alumni Online on September 11

Ambassador Pascual and Scott Urbom, Assistant CAO during the chat

On the first anniversary of the terrorist attacks on the World Trade Center and Pentagon last September more than fifty alumni of various US-funded exchange programs had an opportunity to talk online to the United States Ambassador to Ukraine Mr. Carlos Pascual. Two alumni from each IATP access site in Ukraine gathered for a discussion "The World after the Terrorist Attacks on the United States on 9-11." Apart from talking to the Ambassador on-line, every chat participant could also see Carlos Pascual together with Scott Urbom, Assistant Cultural Affairs Officer of the US Embassy in Ukraine, through a live video broadcast from the IATP access site at the Parliamentary Library in Kyiv. After Mr. Ambassador greeted the participants with a welcoming message, he answered the questions, prepared by alumni from Kharkiv, Sevastopol, Dnipropetrovsk and Zhytomyr. Alumni - Ukrainian community leaders - were interested to know about the collaborate measures to fight terrorism, developed between the United States and Ukraine, about the change of American nation after the attacks and the steps made by the US Congress to eliminate or arrest terrorists' funds. Answering the question about the joint contribution to struggle with terrorism, which could be made by the alumni in Ukraine, Ambassador Pascual emphasized their engagement in community activities and politics, multi-cultural and inter-denominational religious events as well as entering a dialog with Ukrainian political leaders. This chat was very important for each participant. The Ambassador could see that the alumni of US-funded exchange programs are supporting the American nation and trying to find ways to fight terrorism. Alumni could feel how important they are for the development of the relations between the two countries. Also everybody remembered the victims and made his/her tribute in their memory.

It means a great deal to me personally that alumni of our programs are joining Americans in remembering the tragic events of that day. I understand that many of you were in the United States on September 11 and had the chance to experience first-hand the shock and grief that our country we
[11:02] [Ambassador_Pascual] We at the U.S. Embassy in Ukraine were also shocked by the terrorist attacks, but we were also incredibly touched by the outpouring of sympathy from Ukrainians. A year later, we are more convinced than ever that terrorism is a global threat that will take a global effort to deal with effectively.
[11:02] [Ambassador_Pascual] The cooperation of the Ukrainian government in the fight against terrorism, along with expressions of solidarity of the Ukrainian people, are important reminders that we are not alone in this fight. [11:04] [Ambassador_Pascual] First and most important is the sympathy and understanding of the Ukrainian people. WHen you we understand one another, we have the foundations to work effectively together.
[11:05] [Ambassador_Pascual] Ukraine has provided the international coalition against terrorism the right to use its air space, to deliver equipment and materials to Afghanistan. Ukraine has cooperated in cracking down on financial networks of terrorists and in sharing intelligence information that can help us prevent terrorist acts.
[11:05] [Ambassador_Pascual] Today, we are working with UKraine on new programs to secure sensitive materials and technologies.

[11:08] [Ambassador_Pascual] These terrorist actions can only be described as horrific. For the families of the 3000 people who lost their lives last September 11, no sermon, words of condolence can compensate for their loss.
[11:08] [Ambassador_Pascual] But just as September 11 was our fate, the future is ours to shape. And we are committed to working internally and with other nations to create a better future that helps extend principles of liberty and human dignity to all people.

[11:10] [Ambassador_Pascual] Americans better understand today that all nations need each other. No individual or country can stand alone. In today's world, money and people can travel across borders in unprecedented ways.

[11:10] [Ambassador_Pascual] To combat these problems, we must work together and we must develop a new understanding of our security. Security is not just based on military strength, although that is an important part.
[11:11] [Ambassador_Pascual] It also requires diplomacy to isolate those who support terrorism, strong financial controls to deprive terrorists of material assets, strong intelligence cooperation to prevent terrorist attacks, and cooperation on development issues to give people hope and reduce the appeal of terrorist insurrection.
[11:11] [Olga_Yakimakho_MODERATOR] Thank you, Mr. Ambassador, now we have one more question from Alla-Dnipropetrovsk
[11:12] [Alla_FSAU_Dnepropetrovsk] Mr.Ambassador, after 9/11, the creators of various government websites chose to remove sensitive information that could potentially be useful to terrorists. Were there any changes made to US Embassies' sites?
[11:13] [Ambassador_Pascual] We have principally updated our website to provide additional information to American citizens in Ukraine. Often, American citizens have not had direct access to notices on international threats or on information related to their security.
[11:13] [Ambassador_Pascual] By incorporating that into our website, we've been able to keep a wider network of American citizens up to date and to answer questions they have about their security.
[11:13] [Olga_Yakimakho_MODERATOR] Thank you. Zhytomir - please ask your first question.
[11:14] [Nick_FLEX_Zhytomyr] Nick Zakharchuk, Zhytomyr City Lyceum. Mr. Ambassador: The mass-media all around the world say that the Al-Qaida has enough funds to make another terrorist attack. Does the US Congress make any steps to eliminate those funds or to arrest Al-Qaida's accounts?
[11:14] [Ambassador_Pascual] The President of the United States has issued a number of executive orders identifying terrorists and terrorist organizations and has called for the assets of these individuals and organizations to be frozen.
[11:16] [Ambassador_Pascual] We have shared this information with our friends and allies. WE are pleased that a UN Security Council Resolution provided similar impetus to all nations to seize terrorist assets. To date, approximately 160 countries have seized the assets of terrorists, indicating the broad-based support that exists for this approach.
[11:16] [Olga_Yakimakho_MODERATOR] Thank you. Zhytomir prepared one more question for you, Mr. Ambassador.
[11:16] [Nick_FLEX_Zhytomyr] Mr. Ambassador, In your opinion, can the possible Iraq war become a reason for another World War between West and Muslim world or whether this war has been already started with the "America's striking back" in Afghanistan?
[11:18] [Ambassador_Pascual] First, it's important to be clear that the strikes in Afghanistan were strikes against terrorism and not against the Afghan people or Islam. The fact that 1.5 million refugees have returned to Afghanistan since the overthrow of the Taliban is indicative that the Afghan people were stifled and suppressed under the Taliban regime.
[11:19] [Ambassador_Pascual] I personally do not believe in a clash of civilizations. I believe that all people have a common hope for a better future for their children, for security for their parents, for peace in the world. Unfortunately, there are many people throughout the world who have been deprived of hope and have become easy victims to terrorist appeals.
[11:20] [Ambassador_Pascual] That is one of the reasons why, in our struggle against terrorism, it is crucial that we strive to meet the needs of the dispossed and give them hope for the future.

[11:21] [Lyudmila_Filippova_RSEP_Kharkiv] Mr. Ambassador, my second question: what joined contribution to struggle with terrorism, on your opinion, could be made by the alumni of the international programs of exchange in Ukraine?
[11:22] [Ambassador_Pascual] First, you can engage in community activities and politics - not necessarily on issues related to the fight against terrorism, but on issues relevant to your communities. When communities feel that they can express their needs and see them addressed, that is the first step in preempting the growth of terrorist sentiments.
[11:23] [Ambassador_Pascual] Second, you can sponsor multi-cultural and inter-denominational religious events. It's important that we break down barriers between people and that we build understanding.
[11:24] [Ambassador_Pascual] Third, at a political level, on Thursday the Verkhovna Rada will consider legislation to combat money-laundering. You can contact your representatives in Parliament and tell them how you feel about this legislation and its importance in giving Ukraine the tools to fight terrorism.
[11:26] [Ambassador_Pascual] Fourth, you can enter a dialogue with your political leaders on the steps Ukraine is taking to secure sensitive sites, like nuclear power plants. While some of this information will be confidential, it always helps politicians to know there is a specific demand for constructive policy steps to be taken to advance Ukraine's security.

It was a big tragedy for many of my friends- alumni because staying in the USA on the program we met nice people there and know how much the USA is doing as a mighty state to help Ukraine to integrate into the world's community. [11:36] [Ambassador_Pascual] We do not believe it's possible to negotiate with terrorists. However, in Afghanistan we made very clear steps the Taliban could have taken to avoid military strikes, and unfortunately they refused.

[11:38] [Ambassador_Pascual] Regarding the American economy, the greatest damage has been done by corporate officials who hid information from their boards and shareholders. Such actions have created uncertainty the strength of American companies and seriously affected our stock markets.

[11:38] [vica] At Iohannesburg summit Kofi Annan mentioned that " present model of development which is used by the majority of countries, is profitable for some ones but vicious for others. Such a way to prosperity would be a dead-end for all of us because it destroys the environment sphere and keeps the majority of our mankind under a poverty mark -. It is easy to make a conclusion that such model of development is profitable for USA.

I was really striken with such popular phrase "The world won't be the same anymore!". I was so upset because of this threat towards normal international relationships. [11:42] [Ambassador_Pascual] Poverty and environmental exploitation are a disastrous recipe for any country to pursue as a global development strategy. While nations may differ on specific approaches, poverty only engenders despair and insecurity.
[11:42] [Nataliya_FSAU_Lugansk] What scares me & most of the people is that the attack was done by a small number of people who didn't use any advanced technologies & still shook such a great country. It's just unimaginable, but it happened - security systems should be improved to a great extent everywhere to prevent any possible tragedies.
[11:42] [Ambassador_Pascual] This is one of the reasons why President Bush agreed to increase U.S. foreign assistance by $5 billion a year, targeted to countries that take policy measures to help themselves.
[11:43] [vica] Mr Ambassador, one more question from Chernigov, what do You think, what role do public organizations and the communities play in this process in the context of building new models of an interaction between countries after the 11th September tragedy?

But the islamic religion itself doesn't accept terrorim, even as an idea. We think that if the leaders of Islamic countries could publicly dissociate themselves from terrorists.
