Ukraine Adoption This program is: suspended On Sept. 21, 2005, the Ukraine National Adoption Center advised that it will not accept any new dossiers from prospective adoptive parents in the U.S. (and some other countries). The U.S. State Department is requesting further clarification, but first indications are that one of the reasons is the failure of families to file the required annual post-adoption reports.
