The Moldova-Ukraine state border is 1,222 km long, consisting of 955 km of “green” (land) border and 267 km of “blue” (river) border.
The Mission is headquartered in Odesa (Ukraine). It has an EUBAM Office in Moldova and five field offices – two on the Moldovan side of the joint border and three on the Ukrainian side.
There are 67 permanent official border crossing points along the Moldovan-Ukrainian border, including international, inter-state and local ones. The central segment of this border length 453 km is under Tiraspol control, including 25 official crossing points to Ukraine.
The “internal boundary” between the two banks of the Dniester river is not monitored by Moldovan border guards, but there are some customs check-points supported by police at road crossing points.

EUBAM Office in MoldovaEUBAM Office in Moldova area of responsibility is along the Dniester River. The main focus of the Field Office is the administrative boundary line between the two banks of the River. The area of responsibility (approx. 411 km) is from Sanatauca to Rascaeti in Moldova, where Office experts monitor the free movement of cargo and passengers/registration of foreign citizens at the Internal Customs Control Posts and the Territorial Offices of the Bureau for Migration and Asylum. Aside from the daily support in end-to-end customs clearance, the Office has been assisting the Moldovan Customs Service in fulfilling the AA/DCFTA requirements in terms of the simplified customs procedures, implementing the Authorized Economic Operators concept, origin of goods and other aspects. EUBAM Office in Moldova gives significant support in risk analysis at the central level of the Moldovan Border Police. Additionally, as a VLAP (link) post-implementation measure, the Office helped establish the joint Border and Customs Police Mobile Units.
EUBAM Office in Moldova also has a liaison function which is focused on projecting and representing the activities of EUBAM amongst other donors and beneficiaries to ensure better coordination and an improved consultative process. It enables the identification of strategic partner needs that are relevant to current and future planning, and have provides EUBAM with an understanding of the broader issues and obstacles that may affect the achievement of objectives. -
Field Office GiurgiulestiThe area of responsibility of Field Office Giurgiulesti is roughly 300 km of the south-east Moldova-Ukraine border. The Field Office cooperates with the partner services on both sides of the border.
Main activities of the Field Office are focused on assisting Moldovan and Ukrainian partners in the development of customs and border control at border crossing points and surveillance of the common border that meet European Union standards. Field Office experts share best EU practices in risk analysis, information exchange, inter-agency cooperation and mobile units with their partners from Moldova and Ukraine. -
Field Office KotovskEUBAM’s Field Office Kotovsk (FOKO) is located at Kotovsk Border Guard Detachment. The area of responsibility of FOKU is roughly 400 km of the Transnistrian segment of the Moldova-Ukraine border with 20 border crossing points (BCPs): three international (two road and one railway BCP), seven interstate and ten local.
Field Office Kotovsk experts are present at BCPs and at the ‘green border’ on the central segment of the Moldova-Ukraine border monitoring, assessing and advising Ukrainian partner services on the application of modern border and customs control measures that are in line with EU standards. -
Field Office KuchurhanEUBAM’s Field Office Kuchurhan (FOKU) is located at Kuchurhan Railway Border Crossing Point in Ukraine. It also has an office in Kuchurhan Road BCP. In Moldova offices are located in Palanca and Tudora BCPs. The area of responsibility of Kuchurhan Field Office is roughly 213 km of the Moldova-Ukraine border. This section of the border adjoins the Transnistrian segment of the Moldova-Ukraine border for 74 km.
The Field Office provides technical assistance and advice to the Moldovan and Ukrainian border guard and customs services, reinforcing their capacity to tackle customs fraud, detect cases of smuggling and trafficking in human beings, and carry out effective border and customs controls and border surveillance in line with EU best practice.
Field Office Kuchurhan experts on a daily basis monitor the situtation in their AoR, report on border control activities carried out by partner services staff at border crossing points. Transfer of skills and knowledge through on-the-job mentoring is provided based on experts’ observations and requests from partners’. -
Field Office OtaciField Office Otaci (FOOT) is located at the Otaci-Mohyliv-Podilskyy international border crossing point (BCP) on the Moldovan side of the border. Its sub-office was established in the premises of Criva-Mamalyha international jointly operated border crossing point (JOBCP) on 1st June 2011. The area of responsibility of Field Office Otaci covers 312 km of the Moldova-Ukraine border, out of which 141 km is blue border and 171 km is green border. There are 22 BCPs with international, interstate and local status located within the Field Office’s area of responsibility, among which are two Jointly Operated Border Crossing Points between Moldova and Ukrane. FOOT experts on a daily basis focus on advising partner services on bringing border and customs control procedures in line with EU standards, supporting partner services in enhancing cooperation and building up their operational capacity aimed at preventing and fighting cross-border crimes.

Field Office Odesa and Illichivsk PortsEUBAM’s Field Office Odesa and Illichivsk Ports is located on the territory of Odesa commercial sea port. Field Office experts cover several Key Working Locations, amongst others, at Illichivsk commercial sea port. Both ports are major gateways to the commercial flow of goods and containers. The Field Office experts provide support to their Ukrainian partners in all aspects of their operational activity.

Who we are?
The European Union Border Assistance Mission to Moldova and Ukraine (EUBAM) was launched in 2005. It promotes border control, customs and trade norms and practices that meet EU standards and serve the needs of its two partner countries. It is an advisory, technical body based in Odesa (Ukraine). A Memorandum of Understanding signed by the European Commission and the Governments of Moldova and Ukraine in late 2005 is the legal basis for EUBAM, while an Advisory Board – which meets twice a year – acts as the Mission’s governing body. The mandate of the Mission has already been extended four times (in 2007, 2009, 2011 and 2015), with the current mandate expiring on 30 November 2017.

What we do?
The Mission works with Moldova and Ukraine to harmonise border control, and customs and trade standards and procedures with those in EU Member States. It helps to improve cross-border cooperation between the border guard and customs agencies and other law enforcement bodies and to facilitate international coordinated cooperation. EUBAM assists Moldova and Ukraine to fulfil the obligations of the Deep and Comprehensive Free Trade Area (DCFTA), which both countries signed as part of their Association Agreements with the EU. It also contributes to the peaceful settlement of the Transnistrian conflict through confidence building measures and as a monitoring presence at the Transnistrian segment of the Moldova-Ukraine border.
