Valentyna was born on January 4, 1955 in Donetsk Oblast. She graduated Kharkiv Law Institute named after Felix Dzerzhinsky in 1980. Upon graduation from the Institute she started to practice law in Dzerzhinsky District Kharkiv City Court between 1980 and 1982. She was appointed as the Judge of Moskovskyi District Kharkiv City Court for 1982-1986. Mrs Ustymenko has been the Judge of the Appeal Court of Kharkiv Oblast since 1986.
On September 25, 2014 by the Decision of the XII extraordinary Congress of Judges of Ukraine Mrs Valentyna Ustymenko was appointed the Member of the High Qualification Commission of Judges of Ukraine.
