Yurii was born on June 4, 1952 in Odessa Oblast. He started to work in 1969 as a factory worker in Balta City of Odessa Oblast. After his release from active duty in the Soviet Armed Forces in 1972 Yurii continued to work at the factory. In 1974 he entered Odessa I.I. Mechnikov State University, which has successfully graduated in 1979. In 1979 Yurii was appointed the Counsel of the mobile mechanized column №1 of Kyiv regional union of constructing of collective farms. In 1983 Mr Titov was appointed the Judge of Sviatoshyn District People's Court of Kyiv Oblast. In 1983 he became the Judge of Minsk District People's Court of Kyiv. During period from 1990 to 1995 he has been the member of the Kyiv City Court. Mr Yurii Titov has been the Judge of the Supreme Court of Ukraine since 1995.
On September 25, 2014 by the Decision of the XII extraordinary Congress of Judges of Ukraine Mr Titov was appointed the Member of the High Qualification Commission of Judges of Ukraine.
Mr Yurii Titov is awarded Certificate of Honour of the Cabinet of Ministers of Ukraine, Holder of the Order of Merit 3rd Class, Honorary Decoration of the Supreme Court of Ukraine «For Loyalty to the Law», Honorary title “Merited Lawyer of Ukraine”.
