It is the thirteenth consecutive year that Arms and Security international exhibition forum, which is a unique event, showcases the latest scientific and technological accomplishments of Ukrainian and foreign companies in the field of special equipment for police and army to law enforcement officials, military experts and representatives of private security and defense companies and non-governmental organizations. Today, when we are facing the toughest challenges, when our country is struggling for its European future not just in the context of a tough fight against the external aggressor, but also facing many internal challenges, this event is of special significance for us.

I have repeatedly pointed out that it is impossible to reform the Armed Forces of Ukraine without reforming the defense industry. We need to transition from the state of development to the final state when the exhibited equipment will get to the Armed Forces of Ukraine. There are lots of significant military equipment items showcased here (at the exhibition – author's note), but some of them are still up for refinement (need to be worked upon). We have particular interest in everything concerning artillery, means of communications, armored vehicles, and medical evacuation vehicles. Compared to the last year, we see a major shift in the modernization of aviation equipment, air defense systems, and armored vehicles.

On October 11, 2016, the eve of the Day of Defender of Ukraine, XIII International Specialized Exhibition "Arms and Security – 2016", X International Aviation and Space Salon "Aviasvit – XXI", and XV International Exhibition Forum "Protection Technologies – 2016" opened their doors to the visitors of the International Exhibition Centre.

Exhibition was covered by 278 media representatives from 182 accredited media resources, including 15 foreign media such as the Press Agency of the Ministry of Defense of France, Jane's Defence Weekly, Associated Press, BBC News, Radio France Internationale, European Security and Defence Mittler Report Verlag, Lundi13, Phoenix Satellite Television Holdings Limited, Xinhua News Agency, Polskie radio, Polish Press Agency and others.

The exhibition program comprised 32 scientific and presentational events.
Joint format of the exhibitions made them a large-scale international business and scientific forum dedicated to the full range of issues of defense and security of state and society. In general, three exhibitions covered the total space of over 30 000 sq.m – 26 000 sq.m in three halls indoors and over 5 000 sq.m outdoors. The total number of exhibitors – 477 companies, including 45 companies from 16 foreign countries (China, USA, Switzerland, Sweden, United Arab Emirates, Belarus, Poland, Czech Republic, Italy, Israel, Great Britain, Belgium, Finland, France, Ireland).

At the invitation of the Ministry of Defense of Ukraine and SC Ukroboronprom, the exhibition was visited by official delegations from 12 countries:

Over 18,000 professional visitors attended the exhibition throughout its duration.
In general, there is a growing interest in Ukrainian defense industry from foreign companies. The representatives of approximately 100 companies from 24 countries (Canada, Sweden, Finland, France, Spain, Czech Republic, Poland, Lithuania, Latvia, Netherlands, UK, USA, Georgia, Belarus, Turkey, India, Pakistan, Kuwait, Egypt, Bangladesh, South Africa, Saudi Arabia, Bosnia and Herzegovina, Australia) were among the guests of the exhibitions.

When commenting on the expositions presented within Arms and Security - 2016 and Aviasvit – XXI exhibitions, Chief of General Staff – Chief of the Armed Forces of Ukraine noted a significant increase in the scale of these events that are crucial for the country's defense capability and also in the number of offers that could be beneficial for Ukrainian army. Besides, Viktor Muzhenko stated that this year he was especially pleasantly surprised by private defense companies that displayed many new development initiatives which they worked up taking into account the features that may be required by the Ukrainian army in the modern context.

299 companies directly participated in Arms and Security – 2016 exhibition, including 19 foreign companies from 5 countries (Poland, Czech Republic, Switzerland, China, UAE), presenting products in two main segments at the indoor and outdoor exhibition space of over 19 000 sq.m:
- weapons and military equipment for the army and law enforcement agencies
- weapons and related products for civilian purposes

For many consecutive years, the exhibition has been supported by the Ministry of Internal Affairs of Ukraine, Ministry of Defense of Ukraine, Ministry of Economic Development and Trade of Ukraine, Security Service of Ukraine, and SC Ukroboronprom, with the assistance of the Ministry of Education and Science of Ukraine.

This year's accomplishments and achievements of the Ministry of Internal Affairs of Ukraine were presented by the Police Guard, State Research Institute and Science - Industrial Association Fort.

The booth of the Police Guard provided an opportunity to review the full range of security services, represented by new line of official vehicles, lethal and non-lethal weapons, the latest technical security means, as well as mobile response squad in full gear. Besides, Police Guard professionals provided detailed information on each type of security – both technical and physical.

State Research Institute presented the developments that would be useful for the National Police. Among the most prominent developments was a multimedia shooting gallery. According to the developers, the shooting gallery does not require significant expenses, but may be useful for shooting training of the police officers. The shooting gallery simulates the movement of a vehicle, at which point a police officer is practicing to hit the car wheels.

Scientific-Production Association Fort presented new and improved items of small arms.

Scientific institutions of the Ministry of Defense of Ukraine showcased the results of their work on improving military equipment and gear of the Armed Forces with the best developments of Ukrainian manufacturers.

Ministry of Education and Science of Ukraine organized the exposition of 14 higher educational institutions of Ukraine which presented the developments and examples of implementation of new technologies and military equipment for various fields of defense and security as well as the best accomplishments of science and technology in this industry that are required for innovative development, defense capability and economy of Ukraine. Besides, the Ministry organized an information and communication event on scientific and technological support of Ukraine's defense industry.

SC Ukroboronprom presented the biggest exposition comprising 237 exhibits developed by 46 enterprises of the Concern, including high-profile public premieres: UAVs and UGVs, combat modules, artillery and armored vehicles.

Among the foreign participants, Poland was represented with the largest number of companies – 15 enterprises showcased defense industry accomplishments and material support offers for law enforcement agencies.
"We are looking forward to a turning point in the business of armaments sale, to establishing clear rules and ways of financing the most advanced programs and joint ventures," - said Slawomir Kulakowski, President of the Polish Chamber of National Defence Manufacturers.

NEW SMALL ARMS PRODUCTS

Despite the overwhelming number of exhibitors engaged in military engineering and technology, booths with weapons for civilian use (hunting, sports, cold and collection weapons) also enjoyed the great deal of guests' attention.

Conspicuous is the fact that virtually all Ukrainian companies involved in the sale of civilian firearms participated in the exhibition. Accordingly, products of various brands from around the world were showcased, including Kriss Vector, McMillan, Accuracy International, Blaser, Bushmaster, Caesar Guerini, Canik, Colt Competition, DPMS, Fabarm, HS Precision, Krieghoff, Marlin, MKE, NORINCO, Oberland Arms, Remington, Roessler, Savage and many others.

Such Ukrainian manufacturers as Zbroyar, Fort, and Latek also successfully presented their new products.
Latek unveiled a completely new double-barreled smoothbore .20 CHURCHILL gun made of wood. Guns of this caliber have their target audience, that is why Latek weapons factory took care that the product range meets the needs of hunting fans who prefer .20 double - barreled guns. Another new product showcased at the exhibition was smooth double-barreled gun .20 CHURCHILL made of plastic.

One of the highlights of the exhibition was the premiere of the newest development by STVOL jointly with its Czech colleagues – non-lethal pistol T-REX. T-REX will be for sale in all STVOL gun stores before winter.

Ukrainian-British company Stiletto Systems Ltd. held the first public demonstration of the newest STL-016 sniper rifle .300 WSM, which was nicknamed "Armata-Killer" on the Internet and immediately attracted the attention of many experts and visitors of the exhibition.

The demonstration of the rifle was held within the presentation of a new technology of barrel and unique armor piercing ammunition manufacturing capable of destroying armored vehicles and disabling the main battle tanks of the new generation.

Zbroyar managed to keep the secret of the introduction of the upgraded .308 Z-10 until its unveiling at the exhibition, and it certainly attracted attention. There were 2 items of the exhibit at the booth and they kept changing hands. Of course there was the previous modification available to compare the two. Owing to the fact that Zbroyar always provides visitors with complete access to weapons, anyone had a chance to personally experience that the new Z-10 became lighter and more convenient to use.

There were many selfies with the most outstanding weapons, there were direct orders, there was a meaningful conversation between people interested in their trade and enthusiastic about it.

Of course, not only firearms were offered for the attention of civilians. The range of knives and other cutting items at the exhibition were presented by TM Boker, Cold Steel, Chris Reeve Knives, FKMD, Helle, Karesuandokniven and other well - known brands. Those interested neither in knives, nor in the firearms took fancy to optics, pneumatic guns and flashlights. And, indeed, the exhibition had a lot to offer regarding related products for hunting and outdoor activities – both made in Ukraine and abroad.

Another hallmark of this year's exhibition was a broad representation of full-scale specimens of equipment – there were over 90 units showcased during the event.
Ukrainian Armor LLC presented a number of new armored vehicles including Varta armored personnel carrier and armored truck for transporting paratroopers.
Bogdan Corporation showcased an updated Bars-8 armored vehicle with the installed Taipan combat module developed by SpetsTechnoExport.
Techimpex unveiled a modernized BMP-1 equipped with the Turra 30 remote-controlled combat module developed by Slovak company EVPU.

PREMIERES

Practika presented perhaps the most extensive display of military equipment and defense products. In particular, visitors of the company's exposition saw military equipment, which has been already deployed and seen duty, as well as the latest developments of the company in the field of military equipment and munition which will be soon launched into mass production. The main headliner of the booth was APC called Otaman, unveiled to the public for the first time.

AvtoKrAZ presented a wide range of advanced military vehicles, including the two debutants, to the Ukrainian and foreign military experts. 1. New MRAP armored vehicle KrAZ-Hulk 4x4, based on KrAZ-5233 off road vehicle. Its constructive distinction from its 4x4 fellow - KrAZ-Shrek – is the absence of the frame. 2. AvtoKrAZ also showcased Ukraine's first unmanned vehicle called KrAZ-Spartan equipped with unmanned system developed by engineering company Infocom Ltd from Zaporizhia.

Adron Research & Developement Company unveiled thermobaric hand grenade RGT-16C. This grenade is a development initiative of the company and is designed to hit enemy manpower behind the cover, in shelters and engineering structures. RGT-16C is made in the form that prevents its rolling back when thrown from sloping surface. In addition, it can be mounted with a magnet or adhesive element, thereby ensuring its planting to the target or destruction objective. As for the damaging effect of the grenade, the temperature in the epicenter of the explosion reaches about 3000°C.

Ukrspetstechnika revealed Anklav-UT jammer for combating drones and precision - guided weapons. The operation of Anklav-UT ensures that an UAV operator loses control over UAV and loses the capability to transmit control signals. The system is effective when applied for covering stationary military facilities. Furthermore, Ukrspetstechnika presented a smaller version of the Anklav system for jamming GPS/GLONASS navigation receivers called Anklav - Malysh. The updated version is visually much smaller than its predecessor.

Azov Engineering Group showcased the prototype of a combat wheeled vehicle, nicknamed "Gecko" by the visitors of the exhibition. Work on the upgrade of BRDM-2 (Combat Reconnaissance Patrol Vehicle) to a new combat wheeled vehicle was done in just two and a half months at the own expense of Azov Engineering Group. There are plans to launch factory testing of the vehicle in the nearest future.

Ukrainian company Ukrspecsystems unveiled two unmanned aircraft systems: PD-1 and PC-1. PD-1 is a lightweight UAV with a wingspan of 3 meters, equipped with ICE (internal combustion engine). It is suitable for surveillance and other purposes. The UAV is equipped with digital encrypted data channel with a high level of protection against any interference. PD-1 has up to 8 kg of carrying capacity (excluding fuel). The maximum takeoff weight is 33 kg. The machine is capable of carrying any payload without balancing. Its flight time is 5 hours (for basic configuration).

Leninska Kuznya Plant displayed Piranha robotic system. According to the representatives of the plant, the main functions of the robot include transportation of cargo and wounded troops, delivery of weapons and reconnaissance and fire support for infantry.

Orizon-Navigation unveiled the new display unit. This unit is the hardware designed to be applied on ground vehicles. One of the features of the display unit is the capability to operate under extreme conditions from -30ºC to +50ºC and resist the shocks of repeated exposure with peak shock acceleration of 147 m/sq.s and duration of 5 to 10 ms. In addition, Orizon - Navigation demonstrated a new modification of satellite navigation equipment CH-3003MN. In practice, it is a modernization of CH-3003M designed for portable personal use. It is twice smaller in size and has improved performance characteristics.

Ukrainian Advanced Research Project Agency (UA.RPA) unveiled portable USW modem MR 1492M which ensures data transfer in the mode of pseudorandom reconfiguration of the operating frequency under the conditions of electronic countermeasures. MR 1492M is also capable of data encryption using a standardized algorithm, simultaneous operation in two networks, automatic data retransmission, as well as automatic control of radiation power and transfer of GPS coordinates.

Helitraining Ukraine showcased a flight simulator for MI-24PU1 helicopter pilots. The simulator is commissioned by Motor Sich for the benefit of the Ministry of Defense of Ukraine. According to the company, the simulator is capable to simulate all kinds of flights, including flight at night, with night vision goggles and in adverse weather conditions, and to create extreme situations related to the failure of aircraft flight control system.

Infocom Ltd Total Automation unveiled Laska robotic combat system. Laska is available in two versions: mobile FP01 and stationary MP01. Mobile combat system can be mounted to moving objects to perform patrolling and special recon missions, etc.

Roda Computer GmbH (Germany) unveiled rugged computer product line for military purposes for the first time in Ukraine. The main feature of computers made by Roda is the compliance with international NATO standards, capability to work under extreme conditions, as well as connectivity to a wide range of various classes of equipment. Among the products displayed by the company at the exhibition were its latest developments: RW11 server platform, RD19 19" display for command situational centers, as well as network equipment for use under difficult operating conditions.

PUBLIC PREMIERES BY SC UKROBORONPROM

Arms and Security served as a platform for the first public demonstration of Phantom tactical unmanned multipurpose vehicle. It is one of the advanced developments by SpetsTehnoExport which is part of Ukroboronprom. It is the first step in the creation of advanced systems that have to replace traditional military equipment with unmanned multipurpose platforms and to perform tasks that are now performed at the risk of the soldier's life.

Artillery Armament Design Bureau unveiled .60mm KBA.136 and KBA.140 mortars. Both mortars are designed to destroy unsheltered manpower and equipment, as well as the ones behind the covers, in trenches, ravines and reverse slopes of elevations. The mortars are convenient to apply by special forces to carry out sabotage operations as they can be easily transported by one soldier.

SpetsTechnoExport displayed the new UAV – ANSER. The main distinguishing features of the unmanned aviation system include the capability to stay airborne for 6 to 12 hours, carry a payload of 5 kg and use fully encrypted digital data channels. The weight of the aircraft is 23 kg.

120 mm mobile mortar system (MMS), developed and manufactured by the Ukrainian Advanced Research and Development Agency and Ukroboronservice, was among new developments showcased at the exhibition. The main feature of the mobile mortar system is its singular mobility. It is capable to be deployed automatically within 30 seconds. Its disassembly time after a salvo is 20 seconds. MMS is not just a mortar, but a system equipped with communications, control and intelligence systems, including UAV. Besides, the system is easy to control during firing, which is carried through a special tablet. Another feature of the MMS is that it has a significantly increased horizontal firing angle (from 15 to 45 degrees), which greatly expands its firing capabilities.

Zhytomyr Armored Plant showcased Duplet combat module equipped with two 30 mm automatic cannons and can be mounted on armored personnel carriers. Due to twin barrels of Duplet, it is capable to double the fire density, creating a full-fledged curtain fire with 30 mm shells.

Taipan combat module, which was developed by SpetsTechnoExport, got its first public showing at the exhibition. It is unique due to the installed system of antibacklash planetary reduction gears and brushless DC electric motors that provide precise guidance at any rotation speed of the module, capability to operate autonomously without electric power and modern electronic sighting system.

HIGHLIGHTS

Visit of the Minister of National Defense of Romania
On the first day of Arms and Security - 2016 and Aviasvit - XXI exhibitions, Secretary of National Security and Defence Council of Ukraine Oleksandr Turchynov had a meeting with the Minister of National Defense of Romania Mihnea Motoc. During the meeting the parties discussed intensification of Ukrainian - Romanian cooperation in defense and security industries as well as cyber security and cyber defense, paying particular attention to combating hybrid (including information) warfare. In addition, Mihnea Motoc stated that there is a "significant progress in reforming the security and defense industry of Ukraine." He stressed that, under these circumstances, Ukraine may count on practical and political support of all of its efforts in this field.

Visit of the Head of the National Security Bureau of Poland
Head of the National Security Bureau of Poland Pawel Soloch paid a visit to Ukraine within the framework of the Protocol on Cooperation between Secretariat of National Security and Defense Council of Ukraine and National Security Bureau of Poland. During his visit to Ukraine, Mr. Soloch attended Arms and Security - 2016 and Aviasvit - XXI and took part in the opening ceremony.

After the meeting with the Head of NSB of Poland, Secretary of the National Security and Defence Council Oleksandr Turchynov noted that Poland has been, and is, an important strategic partner of Ukraine. According to Mr. Turchynov, the issues discussed by the parties included cooperation in defense and security industry, reforming the Armed Forces and law enforcement agencies, and transition to NATO standards, taking into account the Polish experience.

Presentation of a reform strategy of the defense industry of Ukraine
In addition to new developments, Ukroboronprom presented a reform strategy of the defense industry of Ukraine. "The reform strategy envisages simultaneous work in the legal, technological and production fields, allowing to integrate the defense industry of Ukraine into the international community, providing its reliable operation," – said the Director General of SC Ukroboronprom Roman Romanov during the presentation. In general, the reform strategy of the defense industry of Ukraine consists of corporatization, setting up supervisory boards, audit involving international companies, clustering of enterprises in key fields of defense industry, protection of technology and establishing an innovation platform called UkrARPA.

Establishment of an association of companies and organizations involved in production/development of defense and dual-use products
During XIII International Specialized Exhibition Arms and Security – 2016, heads of several dozen Ukrainian companies and organizations involved in production/development of defense and dual-use products made a decision to establish an association. The association intends to work towards updating national legislative framework, organize close cooperation with partners and organizations, including the ones abroad, represent alternative possibilities of defense industry development to the Government based on the best practices of the Western countries.

During the non-public conference held within the exhibition, manufacturers and experts have already expressed their conviction that the association is extremely important given the number of private Ukrainian enterprises operating in the security and defense industry – over two thirds of defense and dual-use products is made by private companies. The future founders of the association have, though, decided that the association is open to cooperate with state enterprises and institutions.

Signing of the cooperation agreement between SE Ukroboronservice and Grand Power s.r.o.
As soon as the first day of the exhibition, a cooperation agreement on the manufacture of firearms was signed between Slovak company Grand Power s.r.o. and SE Ukroboronservice, which is part of SC Ukroboronprom. The cooperation agreement was signed by CEO of Grand Power s.r.o. Jaroslav Kuracina and Director of SE Ukroboronservice Sergiy Mykytyuk. Under the agreement, the companies will cooperate on the latest developments, share experience and technological solutions.

Taking into account Slovakia's membership in NATO and the European Union, it will help direct joint efforts to create advanced firearms according to NATO standards and increase mutually beneficial cooperation and partnership with the Western partners of Ukraine.

Signing of the cooperation agreement between Ukrinmash and Havelsan Hava Elektronik Sanayi
Ukrinmash, which is part of the SC Ukroboronprom, and Turkish company Havelsan Hava Elektronik Sanayi signed a cooperation agreement on the manufacture of passive radar systems at the capacities of Ukroboronprom enterprises.

International conference on cyber security
On October 11, within XIII International Specialized Exhibition Arms and Security – 2016, SE Ukrinmash hosted an international conference on cyber security "Ukrainian cyberfront. Threats, challenges and solutions". The conference examined the issues of the national cyber security system of Ukraine, current state and prospects of increasing the opportunities of defense and security industry players in combating cyber threats, experience of foreign countries and companies on ensuring cyber security

During the conference, presentations were made by the following speakers: representative of the Turkish company Havelsan Dr. İzzet Gökhan Özbilgin, representative of the Security Service of Ukraine Igor Loginov, representative of the Cyber Police Department of the National Police of Ukraine Vyacheslav Martsynkevych, representative of the British company Deloitte & Touche Valentyn Sysoev, and representative of the Ministry of Defense of Ukraine Vadym Vishchun.

ІV International Scientific Conference "Challenges of coordination of military technical and defense industry policies in Ukraine. Prospects of development of armament and military equipment"
Within the event, organizer of the conference Central Research Institute of Armament and Military Equipment of the Armed Forces of Ukraine, held 4 workshops on prospects of development of armament and military equipment for:
- Land Forces
- Air Forces
- Special Forces
- Naval Forces

The conference was opened by the Deputy Minister of Defense of Ukraine Igor Pavlovskyi. The event was attended by over 200 military experts, military attaches, and chief designers of the leading Ukrainian defense industry companies.

Ukrainian-American panel discussion on defense cooperation and export control was held attended by the representatives of the US and Ukraine defense industry, Ministry of Economic Development of Ukraine, State Export Control Service of Ukraine, Ministry of Defense of Ukraine and General Staff of the Armed Forces of Ukraine.

As part of the discussion panel, there were presentations held on the functions of the Bureau of Industry and Security, trade in dual-use products between the US and Ukraine, as well as the reform strategy of the defense industry of Ukraine. Besides, among the topics discussed were Ukrainian - American defense cooperation and reforms required to improve it.

Meeting between the top management of leading British defense companies and Ukroboronprom
The exhibition hosted a meeting between the top management of leading British defense companies and Ukroboronprom. During the meeting, top management of BAE Systems, GE Aviation, Marshall Aerospace and Defense Group, Heroux Devtek and other companies had a chance to review a reform strategy of the defense industry of Ukraine. Particular attention was paid to the need to deal with legal barriers regarding expansion of cooperation, as foreign companies are interested in joint projects and in a whole new level of cooperation.

Event "Science: homeland security and development of the defense industry"
Within the information and communication event "Science: homeland security and development of the defense industry" hosted by the Ministry of Education and Science of Ukraine there was held a general discussion panel which enabled representatives of the leading technical universities of Ukraine to discuss perspectives for military technology and equipment development, instruments of state support of Ukrainian defense companies, implementation of new technologies in various fields of defense and security industry. The event resulted in the approval of the recommendations of the Government on development of R&D and technological capabilities of the defense industry of Ukraine, and issue of an electronic collection of articles.

Arms and Security - 2016 served as a display of the power and defense capabilities of Ukraine, a tool to saturate the Ukrainian market with world - class products and increase the export capacity of the Ukrainian defense industry, as well as a platform for making the defense industry a real sector of economy.
