Russia Ready To Continue Cooperating With Ukraine If Authorities Implement Agreements, Protect Interests Of All Citizens (19:45, Thursday, February 27, 2014)

Russia is ready to continue cooperating with Ukraine if the Ukrainian authorities implement agreements that will take the interests of all citizens into account.

The press service of the Russian Ministry of Foreign Affairs announced this in a statement.

Russia again expresses its concern at the failure to implement the provisions of the agreement that was signed by the Ukrainian authorities and the opposition on February 21.

"The militants have still not handed over their weapons, they have not vacated administrative buildings, and they are announcing plans to 'restore order' in all regions of Ukraine. Threats of physical reprisals are being made, as highlighted in today's statement by President Viktor Yanukovych," the statement said.

Moreover, according to the statement, the agreement on joint investigation of acts of violence has faded into oblivion, just like the commitment to establish a national unity government.

"Instead, as stated on the Maidan, a 'government of winners' that includes representatives of nationalist extremists is being created," the statement said.

Russia is also concerned that the agreement on constitutional reform that should precede presidential election in accordance with an agreement dated February 21 has been forgotten in Ukraine.

"We are convinced that only such a constitutional framework that protects the interests of all responsible political forces and all regions of Ukraine serves the interests of national reconciliation and stability in the long term," the statement said.

Russia urges all its international partners that initially encouraged the opposition and initiated and supported the February 21 agreement to be fully aware of their responsibility for its implementation.

In addition, Russia believes that the claims that this document has already played its role are not serious.

"We note the frequent calls by Western countries to Russia to cooperate on issues related to the situation in Ukraine. We proposed this a long time ago, long before the crisis reached a hot phase, but then our colleagues were not quite disposed toward this. Nevertheless, we are ready to interact, with the clear understanding that it will be fair, based on the capability not only to reach agreement, but also to implement the agreements, which must take into consideration the interests of the entire Ukrainian people and all the partners of Ukraine," the statement concluded.

In this regard, it expressed the view that fulfillment of the commitments assumed under the February 21 agreement will be an important step in this direction.

As Ukrainian News earlier reported, the Verkhovna Rada appointed a new Cabinet of Ministers headed by Arsenii Yatseniuk on Thursday.

On February 21, President Viktor Yanukovych and opposition leaders Yatseniuk (Batkivschyna faction), Vitali Klitschko (the Vitali Klitschko Ukrainian Democratic Alliance for Reform (UDAR) faction), and Oleh Tiahnybok (the Svoboda faction), together with international intermediaries, signed an agreement on resolving the crisis in Ukraine.

The international mediators were foreign ministers Frank-Walter Steinmeier of Germany, Radoslaw Sikorski of Poland, and Laurent Fabius of France.

Also present during the signing of the agreement was a representative of Russia, namely human rights ombudsman Vladimir Lukin, although he did not sign the agreement on behalf of Russia.

On February 22, the parliament declared that Yanukovych had abandoned his presidential duties and scheduled early presidential elections for May 25.

The Party of the Regions has blamed Yanukovych and his entourage for the political crisis and human sacrifices in the country.
