Тема "доступно­го жилья" получила свое развитие с принятием в ноябре 2007 года Указа Пре­зидента Украи­ны "О меро­приятиях по строительству доступного жилья на Укра­ине и улучшению обеспечения граждан жильем".

На сегодняшний день одним из путей привлечения инвестиций для достройки объектов незавершенного строительства и решения вопроса обеспечения граждан жильем является реализация Государствен­ной целевой социально-экономической программы строительства (приобретения) доступного жилья на 2010 - 2017 годы, утвержденной постановлением Кабинета Министров Украины от 11 ноября 2009 года № 1249, во исполнение которой разработан ряд нормативно-правовых актов.
