The 2012 elections of the people's deputies of Ukraine as a whole with violations of fair and democratic elections' standards. They became the most problematic national elections since 2004. The most problematic stages of the election process were as follows.

• In October 2012 the Central Election Commission as a whole has fulfilled its functions in transparent manner and corresponding with the Law on the Election of People's Deputies of Ukraine. The Commission has explained a number of unclear Law provisions, in particular — in the section regarding Precinct Election Commissions' (PEC's) check of passports validity when giving voters the ballot papers, order of transporting election documentation etc. The CEC decision to oblige PECs to inform citizens that video surveillance is not on in booths for secret voting.

Observation on the preparations to voting and the course of the voting at the polling stations on the territory of Ukraine was made by more then 5000 official observers of the Committee of voters of Ukraine. They monitored correspondence with international standards and national legislation in organisation of District and Precinct election commissions voting at polling stations. Though violations of Ukrainian legislation and international standards as a whole were not of mass and systematic nature, facts of violations were registered in most regions of Ukraine.

Election campaign in September may be described as competitive and transparent though not enough fair and not providing equal opportunities for all electoral process subjects. In September 2012 CEC has formed proper legal basis for conduction of regular elections of people's deputies of Ukraine by adoption of corresponding rulings and explanations. As a whole, CEC activities in the sphere of preparations for elections deserves positive assessment.

All-Ukrainian civic organisation “Committee of voters of Ukraine” has started implementation of human rights project “Legal support and education for vulnerable segments of population through a network of permanent and mobile liaison offices” supported by European Union.

On September 18th 2012 a press conference of the Committee of voters of Ukraine was held at UNIAN on the occasion of rights protection project presentation “Legal support and education for vulnerable segments of population through a network of permanent and mobile liaison offices”. In the course of the project realization CVU has opened a “hot line” to provide citizens with consultations on topical issues of electoral legislation.

From May 2012 CVU helds long-term observation of election process, four monitoring reports were published. In August 225 LTOs participated in training sessions, from September CVU realises long-term observation in each election district in Ukraine.

On 27th of July 2012 CEC Head V. Shapoval announced the beginning of electoral process for the regular elections of people's deputies of Ukraine. Committee of voters of Ukraine have therefore prepared a regular report on results of long-term monitoring on preparations for 2012 parliamentary elections in Ukraine with assessment of 2012 election campaign conditions for the period from the beginning of the election process to the end of August 2012.
