President Yanukovych to initiate land reform soon

KYIV, October 19 /UKRINFORM/. President of Ukraine Viktor Yanukovych intends to initiate land reform in the near future, he said this at a meeting of the Regional Committee for Economic Reforms in Rivne on Tuesday, north-west of Ukraine, the press service of the Head of State informed.

"I will initiate land reform soon, which should ensure the transparency of the sale of land, and fair prices," Yanukovych said stressing that the pricing mechanism on the land sale must be marketable.

The president also spoke in favor of holding public hearings on land reform, expressing hope that the relevant initiative will be implemented in the near future.

Addressing to the local authorities, Yanukovych drew their attention to the importance of providing in the regions assistance to investors for them to quickly pass through the registration procedure, buy land for the construction and obtain on the relevant sites all the necessary communications.

Earlier, Yanukovych had said that the package of draft laws to regulate the land market is already prepared for consideration by parliament. The head of state expects that the documents, which will resolve the land use issues, would be adopted at the end of this year or early next year.

A moratorium on the sale of farmlands was introduced in Ukraine in 2002. Its duration is constantly renewed. According to land experts, only for the period of 2002-2007 on various shady schemes 4.7 million hectares of farmlands have been privatized in Ukraine. The most common form of shadow privatization is the corruptive change of the land purpose by a decision of local authorities.
