For all Non-European Union renters, it is highly recommended your national driver's license must be accompanied by an International Driving Permit (IDP).
If a license issued outside the European Union cannot be read or understood, then it is not acceptable, unless accompanied by a translation from the official source, e. g. embassy headed paper. This includes licenses which are only partly translated, Japanese and all Arabic licenses etc.

Budget Common Questions Is my regular driverâs license sufficient when I am renting outside my resident country? Answer: Generally, a driverâs license, passport and an International Driving Permit issued in the driverâs name from their home country is required for most Budget car rentals with the following exceptions:
- European Union (EU) residents renting in the EU must either present an International Driving Permit along with the driverâs license from their home country or instead they may just present their EU driverâs license.
- All other drivers may not be required to present an International Driving Permit when traveling abroad, but they should be prepared to do so. For information on how a U.S. resident may obtain an International Driving Permit, visit the U.S. Department of State Web site. Non-U.S. residents should obtain their International Driving Permit from their home country before traveling.
- If your home countryâs driverâs license information is not written in the classic Latin alphabet, you will be required to present an International Driving Permit in order to rent from Budget.
