Directorate International Cooperation
MISSION STATEMENT DIRECTORATE D
Mission:
Directorate D coordinates and contributes to the establishment of strategy and policies for and implementation of the international dimension of the European Research Area, its instrument the Framework Programme, and coherence with other Community external policies. To this end it provides intelligence to serve strategy and policy development in the field of international research cooperation, stimulates and coordinates international cooperation across the specific programmes of the Framework Programme, and supports specific Community policy activities in implementation of the Framework Programme.
Tasks:
- Directorate D initiates and promotes international scientific and technological cooperation, by elaborating and coordinating strategy and specific policies on the international dimension of the European Research Area;
- It coordinates the international dimension across the four Specific Programmes: Cooperation, Ideas, People and Capacities and advises on the instruments of this cooperation, including regulatory and contractual aspects. To this end it manages the International Cooperation Coordination Group;
- It monitors research trends and policies throughout the world. To this end it develops networks of sources including the Science Counsellors of the EC Delegations;
- It promotes international S&T cooperation with other countries, regions and organisations world-wide and manages the relevant agreements;
- It designs and supports Community policy support activities in the field of international research cooperation and participates in the implementation of the Seventh Framework Programme (2007-2013) international S&T activities under the Capacities specific Programme;
- It is responsible for the implementation of the Sixth Framework Programme (2002-2006) specific activity International Cooperation;
- It ensures the financial management of all the international cooperation projects, including those which are implemented by the operational Directorates;
- It ensures the inter-institutional relations on international research cooperation;
- It assures coordination and coherence with other Community external policies through the Groupe Interservice Recherche (GIR), and by maintaining active dialogues with the external affairs family of DGs, and also with specific sectoral DGs.
