The Green Party of Ukraine welcomes the initiative of Eastern Partnership proposed by the European Union.
Eastern Partnership provides for the realistic format of productive interrelations between the EU and former USSR countries – Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. The Greens think that the Eastern Partnership is the most promising recent initiative aimed at prevention of the new rupture of Europe, improvement of the mutual understanding and trust, efficient sharing of the experience, and implementation of high standards in the lively important fields of human activity.

Greening the Eastern Partnership
Around thirty representatives of Greens from all countries in the Black Sea Area
strengthen and deepen the relations between these countries on the basis of international law and fundamental values such as democracy, rule of law, respect for human rights and fundamental freedoms.
* gathered in Sevastopol, Ukraine, to discuss the recent established Eastern Partnership. In this new initiative jthe 27 countries of the European Union together with Belarus, Moldova, Ukraine, Georgia, Armenia and Azerbaidjan have agreed to work together to
Eastern Partnership, a timely step for the Black Sea Area
The Black Sea Greens support this acceleration of political association and further economic integration of the Black Sea countries with the EU. It should lead to greater commitment with and activity of the EU in this area. To be more effective the inclusion of Turkey given its status as candidate EU member and cooperation with the Russian
Federation would be welcomed.
The Black Sea Greens recognize that in many of the concerned countries stagnation and deterioration of democracy and stability has taken place. and therefore the
As seen recently seen during the Caucasus crisis, frozen conflicts may erupt into deadly violence. The goals and aims of the Eastern Partnership may contribute to lay a new basis for conflict resolution.
The Black Sea Greens stress that it is essential that concrete actions and projects in the framework of the Eastern Partnership should be based upon greening the economies as a way out of the economic recession and crisis that is affecting all countries strongly. What our countries need are new green jobs based upon a new green
modernisation of the economic structure.
Energy security is a legitimate concern of all involved participants, and diversification of energy supply may be needed, but above all an immediate start has to be made to phase out of the dependence on fossil fuels. Concrete should steps should be taken by the concerned governments to use also the framework of the Eastern Partnership
to start projects promoting energy efficiency, a shift towards renewables as solar, wind and water.
Greens are emphatical that the Eastern Partnership can not reach its goals without a strong involvement civil society organisations in planning and execution of its projects, especially also on the local level.
Green Jobs, Green Innovation of Economy needed
As the world is still trying to find a way out of economic crisis; as the climate change and its impacts are deepening; and as perhaps the last chance to stop climate change in Copenhagen will be used very soon, we, the Black Sea Greens are calling the governments and international community to act now with the only common solution for
both crises: The Green New Deal.
Economic crisis and ecological crisis are intertwined, while that the one is increasing the cause and effect of the other, and that the one cannot be solved unless the other is also addressed. Green New Deal is the

only way in order not to repeat the mistakes of the past fossil fuel based consumer economy. Green New Deal can create green jobs and low-carbon economy on the one side, and can be solution to economic stagnation and ecological deadlocks on the other.
We ask our governments to create economic recovery packages focussing upon green elements, such as energy investments for efficiency and renewables, waste management, or insulation. We call the governments to stop expansion of fossil fuel based investments e. g. in new coal power plant, the tensification of oil exploration as well to
reorient their focus from road transport onto public means of transport
Action now against global warming, action now for Copenhagen
Climate summit in Copenhagen can be a turning point for the future of humanity and the earth. We, as the Black Sea Greens call the international community to succeed to make a real agreement with ambitious targets. Now it's time for global commitment, time to act politically.
We, as the Black Sea Greens call upon the e industrialized countries
„
to target a 40% drop the carbon emissions by 2020, compared to 1990 levels,
„
to keep the main principles of Framework Convention for Climate Change and Kyoto Protocol, namely common but differentiated responsibilities, and having a binding target which are measurable, reportable, and verifiable (MRV),
„
We, as the Black Sea Greens, call also our governments concerning Copenhagen
to finance the adaptation needs of poor and non-industrialized countries which are being affected by climate change in the most drastic way.
„
to be part of the new protocol,
„
to push the industrial countries to take those steps,
„
to accept realistic, but ambitious and MRV CO2 reduction target by 2020 not to choose nuclear energy, which is not the solution to climate change,
„
The Black Sea Greens agree with the conclusion of the recent EU summit that around 2020 on a global level 100 billion Euro will be needed to support developing countries in their fight against climate change. They regret however that the EU did not commit itself with a financial offer. Not doing this can undermine the leading and result
oriented position that the EU has towards the global summit on climate to take place in Copenhagen in December this year. The Black Sea Greens call upon the EU leaders and their own goverments to change this attitude and commit themselves also financially for results in Copenhagen

and to define the national target as in accordance with the global interests
