Mission: advocate of interests of the gifted young people and assistance to effective realization of possibilities of young people in modern terms by realization of cultural, ecological, health, amateur sporting, scientific and elucidative activity.

Task:
• assistance in forming of the opened civil society and democratic values in Ukraine;
• assistance in searching and support of the gifted young people, especially from the unprotected stratum of population;
• support of the gifted children-orphans disabled children and others;
• assistance of realization of gifts of young people regardless of type of their gift (general, scientific, creative, social, sporting, artistic, technical, intellectual and others like that) by the assistance to realization of the proper programs, projects, initiatives, measures;
• assistance to realization of elucidative and artistic projects, which are contribute to extension of the all civilization values of culture, education, scientific and innovative knowledge;
• participation in social work with young people;
• assistance in development of humanism world view of the young generation;
• assistance to the professional orientation of young people;
• assistance to providing of needed terms for effective extension of knowledge and culture, accumulated by the most progressive representatives of the mankind among young people;
• assistance of popularization of achievements of Ukrainian and world science;
• participation in realization of the state youth policy;
• development of collaboration with Ukrainian, foreign and international organizations and establishments which cared by the problems of young people.

Activity:
• develops, asserts and realizes by its own plans and programs of the activity, determines the prospects of the development;
• organizes scientific developments, programs, projects, initiatives, organizational etc. measures aimed at the performance of task of Union;
• engages to the performance of the statute tasks of Union scientist, public officers, experts, representatives of mass media;
• cooperates with mass media, public and other organizations;
• creates informative centers temporal creative and scientific collectives;
• get information from state and other organizations;
• establish communication and co-operates with Ukrainian, foreign and international organizations establishments of all legal forms and physical persons which activity is related to activity of Union or can assist in achievement of purpose of Union;
• conducts and takes part in organization of scientific conferences, seminars, symposiums, trainings;
• diffuses information about its activity and propagandizes its results;
• takes part in competitions, tenders and other similar measures;
• founds mass media;
• carries out publishing activity;
• organizes festivals, concerts, exhibitions of pictures and etc.;
• takes part in organization and conducting of olympiads, competitions, quizzes of all types of competitions, determines and rewards winners in purpose of support of the gifted young people;
• sets and awards diplomas, deeds, medals, premiums for the gifted pupils, students, graduate students, grants for young scientists and artists;
• carries out public examination of normatively-legal acts that related to young people, education, science, innovations and makes conformable suggestions, amendments, additions.
