Our History

State Enterprise “Ukrainian Agency of Copyright and Related Rights” (UACRR) began its activity as a public authority which pursued Ukrainian Government’s policy in copyright system. Ancestor of UACRR - State Agency of Copyright and Related Rights (SCAU) - was created on 25 April 1992 by the Cabinet of Ministers of Ukraine. Such tasks as development and approval of legislative documents, participation in the international copyright protection system, cooperation and integration of Ukraine into the international copyright organizations, establishing of tools to promote copyright protection in Ukraine were entrusted to SCAU.   

Number of legislation acts was approved during activity of SCAU.  In December 1993, Parliament of Ukraine adopted the Law of Ukraine on Copyright and Related Rights which had been successfully examined by the experts, including ones from Europe and the World Intellectual Property Organization.

Later, Cabinet of Ministers of Ukraine and Parliament approved more significant documents, namely the Decree on Minimal Rates of Remuneration (Royalty) and the Decree on State Registration of Author’s Rights, having allowed to commence creating Ukrainian copyright system in accordance with international criteria. On the other hand, Ukraine demonstrated desire and readiness to enter the international copyright and related rights organizations. Ukraine joined Berne Convention for the Protection of Literary and Artistic Works in May 1995. And as from June 1996, basic provisions of copyright law became constitutional norms.

SCAU ceased its existence in December 1999. Some of the SCAU’s functions were entrusted to newly established authority – State Department of Intellectual Property of Ministry of Education and Science of Ukraine. However, issue on collection and distribution of royalties to authors was still opened. Therefore, according to the Decree of the Ministry of Education and Science of Ukraine, Ukrainian Agency of Copyright and Related Rights (UACRR) was established on the basis of SCAU in June 2000. Thereafter, collective management of authors’ economic right has been the main obligation of UACRR. 

At the end of 2005, UACRR was admitted as a Member of the International Confederation of Societies of Authors and Composers (CISAC). CISAC joins 222 authors’ societies in 118 countries worldwide. Nowadays, our Agency is the only CISAC member in Ukraine. Within framework of cooperation with CISAC, UACRR signed contracts with collective management organizations from many countries. Today, UACRR represents interests of more than 6 thousand of Ukrainian authors, as well as more than 2,5 million of foreign authors, managing their rights in the territory of Ukraine on the basis of contracts with relevant authors’ societies.

Economic rights for use in musical works have been assigned to UACRR from the majors, such as EMI, Universal Music, Warner Music and others. Therefore, UACRR manages the largest catalogue of musical works in Ukraine, covering nearly 95% of musical works of the world.
