Press-Release of the IRF and the Interpipe Corp.: "Establishment of the Legal Aid Fund"
The International Renaissance Foundation (IRF) and the Interpipe Corporation have established the Legal Aid Fund. On 30 June 2004, during a joint press conference held at the Interfax-Ukraine Agency, journalists were informed of such fact by Chairman of the IRF Board Hryhory Nemyrya, Executive Director of the Renaissance Foundation Yevhen Bystrytsky and Chairman of the Board of the Interpipe Corporation Ihor Yaroslavtsev. The idea to create the Legal Aid Fund belongs to the well-known American philanthropist George Soros and Ukrainian donor Victor Pinchuk.
The goal of the Fund is to support the development of the "rule of law" principles; human rights protection, in particular, legal protection of the socially vulnerable sections of the population; reform of higher legal education as well as fund raising from other Ukrainian donors in order to develop and expand various forms of legal protection of the population.
At this stage, the main component of the activities of the Legal Aid Fund is to develop the program of "legal clinics" in Ukraine. "Legal clinics" are free legal aid centers for protection of rights and interests of the population. Now 23 "legal clinics" are operating in Ukraine as part of law faculties in 17 regions (Oblasts). Successful activities of existing "legal clinics" have proved that the increase in their number is urgently needed. Apart from financial support of the International Renaissance Foundation, funds and informational and technical resources of other international donors were attracted for financing their operations. Under their support, topical web-site www.legalclinics.org.ua was developed in Ukraine in 2003 for the purpose of on-line information exchange and experience sharing between "legal clinics" and nongovernmental organizations of Ukraine.
Until 2007 the Legal Aid Fund is planning to support and expand the activities of "legal clinics" into all regions of Ukraine. The project shall be funded by the Interpipe Corporation in the amount of UAH 1,600,000 and by the Renaissance Foundation — in the amount of UAH 1,252,000. "The prospect of "legal clinics" development in Ukraine shall improve the quality of legal services rendered to the population. The program of "legal clinics" establishment shall, moreover, facilitate the practical work and improvement of gained skills in the legal domain by the students of law faculties of higher educational institutions," noted Ihor Yaroslavtsev.
"The joint project also provides for the support of the initiative to develop other forms of legal protection of the population, in particular, the support of judicial reform. The introduction of the "legal clinics" program is only the first important step on the way to creation of the independent Legal Aid Fund, which should become an efficient national institution upholding the "rule of law" principles under the support of Ukrainian donors", stressed Hryhory Nemyrya.
