Ukrainian Journalists' Forum "For Elections without Censorship"
On November 10th, 2003, the Second Forum of Ukrainian Journalists "For Elections without Censorship" took place in Kyiv.
Media representatives (about 200 editors-in-chief and other journalists from local media, more than 100 editors-in-chief and journalists from Kyiv), as well as Ukrainian parliamentarians, representatives of executive branch of power, foreign diplomatic missions participated in the work of the forum.
The journalists were greeted by Mykola Tomenko, Head of the Parliamentary Committee on Freedom of Speech and Information, Hanne Severinsen, Co-rapporteur of the Monitoring Committee of PACE on Ukraine, John Herbst, U.S. Ambassador in Ukraine, and Steffen Skovmand, Deputy Head of the European Commission Delegation in Ukraine, Belarus and Moldova.
The Forum participants adopted the Resolution and Principles of Media Activity in Pre-Election Period. They demanded from the President of Ukraine to discontinue the practice of illegal methods of influence on media and journalists applied by the President Administration, that is of "dissemination of oral and written instructions as to coverage of certain politicians and recommendations as to the news content among media managers". The journalists also demanded from the Ministry of Internal Affairs and Office of the Prosecutor General of Ukraine to inform public at the plenary session of the Verkhovna Rada of Ukraine on the results of investigation of Gongadze and Aleksandrov cases.
The media owners and managers who signed the Principles of Media Activity in Pre-Election Period committed themselves to creation and dissemination of programs that envisage on air debates of the candidates for the presidency, to non-interference into editorial policies, and to setting no restrictions for professional freedom of the journalists.
The journalists, in their turn, promised to respect private life of the candidates for the presidency, not to disseminate ungrounded accusations and false statements that denigrate their honor and dignity, and to display journalistic solidarity if the rights of the journalists are violated.
The Forum was organized by Public Council on Freedom of Speech and Information, National Union of Journalists of Ukraine, Kyiv Independent Media Trade Union, Independent Broadcasters Association jointly with Parliamentary Committee on Freedom of Speech and Information with support from International Renaissance Foundation and U.S. Embassy in Ukraine.
