Particulars of organization, functions and duties of the Embassy
Article 4(1) (b) (i) of the Right to Information Act, 2005

The Embassy of India in Kyiv was opened in May 1992.

The Embassy is mainly responsible for developing and maintaining friendly relations between India and Ukraine in the fields of Economic and Commercial, Information, Culture, Defence, Political, Consular and Education and other areas of cooperation. It also looks after the interests of members of the Indian community in Ukraine. In the course of carrying out its responsibilities to this end, it interacts with different government departments/agencies, foreign diplomatic missions and UN representations based in Ukraine as well as various segments of people including members of the Indian community in Ukraine.

The Embassy has the following Wings which are responsible for the respective areas of their functions:

  2. Information & Culture, Education & Technical Cooperation Wing
  3. Administration Wing
  4. Military & Naval Wing
  5. Air Wing
  6. Political/Consular Wing


Powers and duties of officers and employees of the Embassy
Article 4 (1)(b) (ii) of the Right to Information Act 2005

Financial powers of the officers of the Embassy have been detailed in the Delegated Financial Powers of the Government of India's Representatives Abroad.

Other powers of officers handling consular/passport/visa work are derived from the Passport Act. (Please see RTI link at http://www.mea.gov.in)

The specific duties of the passport officers towards the public have also been outlined in the Embassy's website (http://www.indianembassy.org.ua).

Procedure followed in the decision-making process, including channels of supervision and accountability
Article 4 (1) (b) (iii) of the Right to Information Act, 2005

Guidelines for office procedures published by the Ministry of External Affairs which encompass those items of work that are frequently encountered by its officers are applicable to the Embassy. The Embassy also follows the guidelines issued by other Government of India Departments, particularly the Cabinet Secretariat (http://www.mpa.nic.in), the Ministry of Parliamentary Affairs (http://www.mpa.nic.in) and the Ministry of Personnel, Public Grievances and Pensions (http://persmin.nic.in).

Officers of the different Wings of the Embassy initiate and take follow up action, with the help of staff posted in their Wings, in accordance with departmental instructions which prescribe the level of final disposal and channel of submission for each category of cases. Final decision-making authority in the Embassy is the Ambassador.


Norms set by the Embassy for the discharge of its functions

The norms established for passport and visa services have been outlined on the Embassy's website (http://www.indianembassy.org.ua). As far as other elements of the work of the Embassy are concerned, it is the Embassy's endeavour that all files are disposed of within seven days and replies to any letter or communication received sent within a fortnight.

Arrangement for consultation with or representation by, the members of the public in relation to the formulation of the Embassy's policy or its implementation thereof
Article 4 (1) (b) (vii) of the Right to Information Act, 2005

The Embassy's policy flows from that of the Ministry of External Affairs. There has been a healthy tradition of national consensus in the conduct of India's foreign policy. The elements of India's foreign policy are frequently debated in the Parliament and the Ministry of External Affairs benefits from the advice of the elected representatives of the people through the Standing Committee and the Consultative Committee of the Parliament on External Affairs.

Separately, through the Research and Information Systems (RIS), the Indian Council of World Affairs (ICWA), Indian Council for Cultural Relations (ICCR) and through its Policy Planning and Research Division, the Ministry of External Affairs organizes seminars and workshops on contemporary issues that provide useful inputs to the processes of decision-making and consensus-building and for the implementation of the decisions finally adopted.

The Embassy implements India's foreign policy formulated as above.

The Embassy has a Complaints Committee for its women employees. Meetings of the Committee are not open to the public. Minutes of such meetings are not accessible for the public.

Citizens can obtain information from the Embassy's website (http://www.indianembassy.org.ua). The Embassy has a library from which books, video and audio CDs can be borrowed during week days (Monday-Friday) from 9.30 a.m to 5.30 p.m. The Embassy does not have a reading room.
