Valentyn Chebotariov Deputy Chairman

Born on October 13, 1953 in Oleksandriya, Kirovograd Oblast.   In 1976 he graduated from the physical faculty of the Odesa National University named by I. Mechnikov. After that Mr. Chebotariov taught physics in the secondary school in Oleksandriya.   From 1977 he worked as an engineer of the Research Section at Oleksandriya General Technical Faculty of the Dnipropetrovsk Mining Institute during four years. In 1981-1984 he attended the post-graduate studies at the Dnipropetrovsk Mining Institute.   Thereafter he resumed his work at Oleksandriya General Technical Faculty of the Dnipropetrovsk Mining Institute but now in the capacity of a senior staff scientist up to 1987. In January, 1987 Mr. Chebotariov went to work to the Handling Machinery Plant (now the state company "Vira-Service”) – at first in the capacity of Laboratory Chief, later as Head of Department (up to 1994).   Out of this post Mr. Chebotariov was elected a People’s Deputy. He was the People’s Deputy of Ukraine of the second convocation (August, 1994 – April, 1998), Chairman of the Subcommittee on Management of Economy at the Committee on Economic Policy and Management of Economy of the Verkhovna Rada of Ukraine.   In February, 1997 Mr. Chebotariov was appointed Chairman of the State Innovation Fund of the Ministry of Science and Technology of Ukraine in Kyiv. He maintained the Candidate thesis on the subject: “Management of the Ukrainian Economy Regulation from Innovation Perspective” (1998). He is a candidate of economic sciences. From September, 1999 to August, 2000 – Director General of “Veles LTD.”.   By the Decree of the Cabinet of Ministry of Ukraine of July 18, 2000 Mr. Chebotariov was appointed Deputy Chairman of the State Department of Intellectual Property.   He is a state employee of the first rank.   He is an Honorary Master of Law; a Doctor of Philosophy in Law of International Personnel Academy.   He has got a governmental award – the Order for Merit, 3rd Class, as well as 13 Author’s Certificates for inventions.   He is a member of the editorial board of the scientific and practical journal "Intelektualna Vlasnist" (Intellectual Property).   Mr. Chebotariov is married and rearing two sons.
