Programme for the prevention of drug abuse and the fight against drug trafficking in Belarus, Ukraine and Moldova (BUMAD 3 Programme)
WHAT IS THE SITUATION?
Drug trafficking and drug abuse pose a serious threat at international and national levels to states, social welfare as well as societies, thus attract ever greater attention of governmental, non-governmental and international organizations. Drugs destroy lives and communities, undermine sustainable human development and generate crime. Drugs affect health and well-being of all mankind, protection of human rights and freedoms, and democracy.
According to the Ministry of Health of Ukraine, as of early 2007, 116 thousand persons were registered with drug problems. While surveys supported by UN demonstrate the number of injection drug users alone exceeds 560 thousand persons. Studies by the World Health Organisation indicate that the HIV/AIDS epidemic in Ukraine is the most severe in Europe and it continues to grow in scope and complexity at an alarming pace. A striking feature of the HIV/AIDS situation in Ukraine is that the epidemic is still largely concentrated among injecting drug users, which account for over 56% of all HIV-reported cases to date.
The state law-enforcement statistics demonstrates increase in dynamics of drug-related crimes, exceeding 64 thousand alone registered in 2006. The amount and types of seized drugs indicate that the territory of Ukraine is more and more frequently used for transit of the heavy drugs, such as heroin and cocaine, from countries of origin to the markets in the European Union countries. A part of those drugs is consumed by black market in Ukraine.
WHAT IS THE PROGRAMME'S MISSION?
To continue supporting capacity building in preventing drug abuse and fighting drug trafficking (balanced approach between demand and supply reduction) in Belarus, Moldova and Ukraine as well as to improve regional cooperation in this field. Specific objectives of the Programme:
• To further reinforce the drug control institutional and legislative framework in accordance with internationally adopted standards. • To strengthen the national analytical and technical capacity to combat narcotic drug trafficking and smuggling at the frontiers and within countries transportation system. • To further improve country-level systems for intelligence gathering and analysis in support of criminal investigations. • To develop a partnership approach in the prevention of drug abuse between state agencies and the community. • To reinforce the beneficiaries’ capacity to collect, analyze and disseminate data on drugs at national level, and share and improve comparability of this data at regional level. • To reinforce the capacity of NGOs to develop innovative response to drug abuse.
HOW IS THE PROGRAMME CARRIED OUT?
The Programme contains a number of projects and components specifying the major activities are carried out.
Project 1 – Drug policy development
Component 1 – Legal Assistance
The project aims at improving of the national legal and institutional framework. It focuses on the adoption of comprehensive national drug legislation, training of judges and prosecutors and developing drug monitoring system which will permit to rapidly identify emerging threats and adopt appropriate strategies and increase the awareness on the danger of drugs and drug trafficking.
Component 2 - National Drug Observatory
The project enhances the permanent monitoring system for drugs and drug abuse in Ukraine, established under the previous two phases of the BUMAD programme following EU standards in this area. It contributes both to drug supply and drug demand reduction and reinforces the capacity to collect, analyze and disseminate data at national level, and share and improve comparability of this data at regional level.
Project 2 – Capacity Building
Component 3 - Land border and in-country transportation system control
The project provides training and equipment to border/customs staff responsible for the land border control measures. The focus is on areas adjacent to border posts.
Component 4 - Police intelligence capacity building
The objective of the project is to reinforce the law enforcement agencies’ drug intelligence capacity in order to improve their investigative capacity. The project assists establishing inter-agency drug databases and introducing advanced criminal analysis methodology and software.
Component 5 - Seaports control system
The project is aimed to improve the capacity of drug enforcement units at the sea ports of Odessa and Illichevsk and support the creation of information exchange system between the Customs Services of the Black Sea countries.
Project 3 – Drug demand reduction
Component 6 – Drug Prevention Programme
The project supports prevention work among population, especially among the teenagers and young people.
Component 7 – Methodological support of NGOs networks
The project provides methodological support to NGOs networks focused on further implementation of “continuum of care” strategy and improving managerial skills of NGO employees.
