For fulfilling the Decree of the President of Ukraine „On improvement of the activity of the central and local bodies of executive power concerning guaranteeing equal rights for women and men” and with the aim of developing state mechanisms of the implementation of the Law of Ukraine “On state guarantees of equal rights and opportunities for women and men” the Ministry of Ukraine for family, youth and sport in cooperation with UNDP Equal Opportunities Programme will conduct a seminar “State strategy of gender transformations” on 17 November 2005.
  
 Vice Prime Minister of Ukraine on humanitarian issues Mr. Kyrylenko, Minister of Ukraine for family, youth and sport Mr. Pavlenko, Deputy Resident Representative Ms. Joanna Kazana-Wisnioviecka, representatives of bodies of executive power, foreign embassies and missions, international and Ukrainian experts, etc.

The Ukrainian state takes the responsibility for guaranteeing the conditions and to support the activity of sexes, women and men. Ukraine which has chosen the non totalitarian, democratic path of development, now directs its legislative and state activity towards the creation of gender parity relationships between women and men in all spheres of social life.

The most recent evidence of the recognition by the state of the importance of gender issues is the legislative activity of Verkhovna Rada of Ukraine in the part of guaranteeing of gender equality. The Verkhovna Rada has adopted the Law «On equal rights and opportunities for women and men». Also, the Presidential decree “On establishment of gender focal points in all ministries and state committees” has been signed; a list of gender focal points for all ministries was formulated. Gender analysis of Ukrainian society and gender expertise of Ukrainian legislation has been carried out. The creation of the mechanism concerning administration of gender processes within the system of legislative and executive power is launched and gender component is implemented into the system of science, education and enlightenment.
 
One of the ways of the effective development of the state is building the level of human resources. It can be reached through building the capacity of persons, who have vast knowledge in the sphere of human rights, gender policy and law in the part of human rights protection, social partnership of women and men in all spheres of activity etc.
